Open Space Advisory Board <br />Minutes <br />November 7, 2024 <br />Page 2 of 4 <br />• Cost of emergency closure gates: approximately $105,000 is budgeted for the <br />project. <br />7. 7:15 pm Board Updates (15 Minutes) <br />• Joint Meeting with Lafayette- Select Dates 3/13 or 3/20; Board favors 3/20. <br />Ember will coordinate and follow up. <br />• David mentioned that the Boulder to Erie Regional Trail was approved. <br />• David mentioned that currently Josh Cooperman is leading by twenty-two votes <br />and about eighty votes are outstanding for the Ward I City Council position. <br />Susan says that margin is currently outside of the margin that will trigger an <br />automatic recount. <br />• Susan is concerned that the last public email update provided by the city <br />mentioned that Sroge was leading and there haven't been any updates since. <br />City should provide more frequent updates so there aren't any surprises when <br />the vote count is finished. <br />• Andy mentioned he attended the comprehensive planning meeting and some <br />properties that OSAB has identified as potential acquisition are under <br />consideration for future development. Some plans also included housing at <br />Redtail Ridge. <br />• Rodenticide memo that OSAB provided to council has been received and the <br />issue will be taken up in a future meeting. <br />• Brief discussion about continuing to pursue the building of a pump track in <br />Louisville. Susan will attend next meeting of the Rec & Parks subcommittee <br />when it will be discussed. <br />8. 7:30 pm Discussion Item: Water Rights. Presented by Susan McEachern, <br />OSAB Chair and Cory Peterson, Deputy Director of Utilities, Public Works (30 <br />Minutes) <br />• Susan is concerned about Coal Creek drying out in the summer and <br />the lack of water rights for Hecla and the impacts on habitat and <br />wildlife. <br />• Cory says it's challenging to maintain water levels in Coal Creek <br />because the amount of water needed to facilitate consistent flows year <br />round is cost prohibitive. Example: maintaining 10cfs flow for one day <br />would cost about $10,000. <br />• Andy asks if anyone takes the water out of Coal Creek or if it goes dry <br />in the summer due to lack of precipitation? Cory says it's primarily <br />related to precipitation but there are other water rights diverted off of it <br />that can reduce the flow. When water is very high the City has rights to <br />water Coal Creek Golf Course but that doesn't happen often. <br />• Susan asks about water rights and flows at Hecla.
