<br /> City Council <br />Meeting Minutes <br /> May 16, 2006 <br /> Page 8 of 12 <br />APPROVE AMENDMENT TO CONTRACT WITH SEH FOR ENGINEERING <br />SERVICES FOR DILLON ROAD <br />Mayor Sisk requested a Staff presentation. <br />Public Works Director Phare reported in January of 2005 the City entered into an <br />agreement with Short Elliott and Henderson, Inc. (S.E.H.) for Professional <br />Engineering Services for Dillon Road reconstruction in the amount of $289,589. <br />The work identified an effort to prepare plans and specifications for two different <br />phases of Dillon Road reconstruction. At the time the contract was entered, Dillon <br />Road west of 96th Street would be reconstructed in 2005 and Dillon Road east of <br />96th Street would be constructed in 2006. Since then there has been changes to <br />the two year project timeline and Staff requested changes to the scope of work in <br />order to properly staff the project during periods of reduced staff availability. <br />Currently, all work by S.E.H. on Segment II (Dillon Road east of 96th Street) has <br />been suspended to confirm drainage facility requirements. Until a revised scope <br />of work can be clearly defined no additional design work will be undertaken on <br />Segment II. The contract for Segment II work will be negotiated later this year. <br />S.E.H. was requested to undertake additional design efforts and supplement City <br />Staff beyond the original scope of work contained in their contract. The City <br />requested the additional work for 88th St. and Dillon Rd. and associated signal <br />relocation. Based on geotechnical findings Staff directed the design be changed <br />to full removal of existing pavement, stabilized subgrade and full depth asphalt <br />pavement instead of resurfacing the existing roadway. S.E.H. has requested <br />additional fees of $23,000 for this work. <br />Because the Dillon Road project between 88th St. and 96th St. was originally <br />planned in two segments, the City budgeted for the project over a two-year <br />period. This required an additional bid package of plans and specifications for <br />which S.E.H. is seeking reimbursement of $21,200. S.E.H. is also requesting <br />$2,500 to cover salary increases for the extended schedule period into 2006. <br />S.E.H, was also requested to take on additional design work originally anticipated <br />to be done by staff. This work included coordination with utilities, Boulder County <br />Open Space and local irrigators. S.E.H. has identified costs of these efforts as <br />$14,250. The fee additions identified total $60,950. S.E.H. has agreed to reduce <br />this amount by $13,200 to address items staff believes were S.E.H.'s <br />responsibilities not properly addressed during roadway design. The balance <br />$47,750 is the additional fee requested by S.E.H. for work completed to date on <br />Segment I, Dillon Rd. from 88th St. to 96th St. Staff believes the construction <br />activities can be managed by Public Works staff with limited assistance from the <br />S.E.H. design team. However, some support during construction from S.E.H. will <br />be needed. <br />
