<br /> City Council <br /> Meeting Minutes <br /> December 5, 2006 <br /> Page 14 of 21 <br /> portion of the North End at Paschal Drive is 30 acres in area and is adjacent to <br /> the west edge of Hecla Reservoir. <br /> The total land holdings of the applicant/owner (73 acres) is comprised of two <br /> parcels located on either side of a 4.5 acre City-owned parcel dedicated by a <br /> previous subdivision for parks and open space purposes. To the west of the City- <br /> owned parcel is a 30-acre parcel, which was annexed to the City in 1989 as a <br /> part of the Louisville North Annexation. To the east is a 43-acre parcel, which <br /> was originally annexed to the City as a portion of a larger annexation in 1978. <br /> The applicant is requesting authorization of the required land-use entitlements to <br /> combine the two parcels for the phased development of a residential and <br /> commercial development. The four planning areas reflect a residential allocation <br /> of a total of 350 residential units. The development proposes a diverse range of <br /> residential product types in conjunction with a total of 65,650 square foot of <br /> commercial retail vs. the 43,700 square feet represented on the preliminary. <br /> Hecla Reservoir and its surrounding natural habitat are proposed as a public land <br /> dedication to the City of Louisville. <br /> The final North End submittal incorporates a General Oevelopment Plan for the <br /> entire 73 acres, which will establish all land use entitlements for the project. The <br /> final subdivision plat addresses the E~ntire 73 acres with respect to the <br /> conveyance of 100% of the public use dedication requirements, but only Phase I <br /> with respect to platting lots for conveyance. Consistent with the final subdivision <br /> plat, the final PUO development plan reflects only Phase I of the project. <br /> Public-Use Dedication. The subdivider is required to dedicate to the City a <br /> minimum of 12% of the land for non-residential land uses and 15% for <br /> residential land uses for the use of parks, schools and other public uses as <br /> determined by the City Council. The North End is approximately 73 acres in <br /> total land area therefore the 15%, dedication requirement the public-use <br /> dedication requirement is 11 acres. <br /> Hecla Lake Dedication. The proposed public-use dedication includes the <br /> Hecla Lake, the surrounding habitat amenity, and the necessary trail corridors <br /> to provide pedestrian connectivity between the neighborhoods and Hecla and <br /> beyond to Waneka Lake in Lafayette. Hecla Lake is approximately 5.1 acres <br /> in area. The westerly portion of the lake was previously dedicated to the City <br /> in 1991 in conjunction with the Louisville Plaza Filing NO.2 Subdivision. <br /> The Planning Commission supported the dedication of Hecla Lake, based upon <br /> review of that resource by the Oepartment of Land Management and the Open <br /> Space Advisory Board. Hecla Lake will conserve the natural features and values <br /> associated with Hecla Lake and it incorporates nearly the entire 150-foot setback <br /> for development from the lake, which was requested previously. The lake and <br />
