<br />City Council <br />Meeting Minutes <br />February 20, 2007 <br />Page 3 of 11 <br /> <br />REGULAR BUSINESS <br /> <br />ORDINANCE No. 1509, SEIRIES 2007 - AN ORDINANCE INCREASING THE <br />NUMBER OF MEMBERS OF THE BOARD OF COMMISSIONERS OF THE <br />lOUISVlllE REVIT ALlZA TIION COMMISSION - 2nd reading - public hearing <br />(advertised Daily Camera 2/10/07) <br /> <br />Mayor Sisk requested a City Attorney introduction. <br /> <br />City Attorney Light read Ordinance No. 1509, Series 2007. <br /> <br />Mayor Sisk opened the public: hearing and requested a Staff presentation. <br /> <br />Interim City Manager Balser Hxplained Ordinance No. 1509, Series 2007 <br />increases the number of Commissioners on the Louisville Revitalization <br />Commission. C.R.S. 31-25-104 (2) (a) of the state statute stipulates the Board of <br />Commissioners of the LRC may consist of any odd number of commissioners, <br />which shall not be less than five nor more than eleven. Ordinance No. 1433, <br />Series 2003, set the Commissioners of the LRC at five. Ordinance No 1509, <br />Series 2007 increases the number of Commissioners from five to seven in order <br />to allow for additional participation. <br /> <br />The initial term for one new seat is two years and the initial term for the other <br />new seat is three years, and terms hereafter shall be five years. Staff <br />recommended two new appointments to the Louisville Revitalization Commission <br />be appointed to serve no earlier than March 27. <br /> <br />Council member Muckle proposed two amendments to the ordinance: <br /> <br />See 2) The members of the Louisville Revitalization Commission shall comply <br />with the provisions of the City of Louisville's open government and code of ethics <br />requirements as outlined in Article 5 of the Charter for the City of Louisville, <br />Colorado. <br /> <br />See 3) Prior to approving a pmject in the urban renewal area, the Louisville <br />Revitalization Commission willi provide a financial analysis, for review by the City <br />Council, of the short and lon~1 term effects of the project on the City's general and <br />capital project funds. <br /> <br />Mayor Sisk noted the Louisville Revitalization Commission met last week and <br />directed Staff to incorporate the Charter rules and regulations into their bylaws. <br />He addressed the Cooperation Agreement and stated he was satisfied the <br />provisions gave City Council the responsibility of handling all financial aspect of <br />the urban renewal redevelopment. <br />
