<br />City Council <br />Meeting Minutes <br />February 20, 2007 <br />Page 4 of 11 <br /> <br />Council member Muckle asked if the Louisville Revitalization Commission <br />included The City's Charter provisions for ethics and open meetings. City <br />Attorney Light stated the Louisville Revitalization Commission has agreed to <br />adopt the City's Code of Ethics into its bylaws and will use the City Council <br />criteria for executive sessions as established by the Louisville Municipal Code. <br /> <br />Council member Muckle asked if the bylaws provide for the same provisions as <br />Amendment 41. City Attorney Light stated Amendment 41 was intended to apply <br />to local government. Municipalities having their own Home Rule Charter <br />containing an ethics policy may opt out of Amendment 41. <br /> <br />Council member Marsella agreed with Mayor Sisk that the proposed <br />amendments are actually covered in the Cooperative Agreement. <br /> <br />PUBLIC COMMENT <br /> <br />Rob Lathrop, 601 Johnson Street, Louisville, CO stated the Cooperation <br />Agreement provides the safe~~uards requested in the proposed amendments. He <br />felt further restrictions on the Commission would be detrimental. <br /> <br />COUNCIL COMMENT <br /> <br />Council member Muckle felt the Commission could require developers to submit <br />financial analysis on the impact their development would have on the City. <br /> <br />Mayor Sisk closed the public hearing. <br /> <br />MOTION: Council member Muckle moved to approve Ordinance No. 1509, <br />Series 2007, as amended, seconded by Council member Yarnell. Roll call vote <br />was taken. The motion failed by a vote of 4-2. Council member Muckle and <br />Yarnell voted yes. Absent: Mayor Pro Tem Brown. <br /> <br />MOTION: Mayor Sisk moved to approve Ordinance No. 1509, Series 2007, with <br />the deletion of Sections 2 and 3. Council member Marsella seconded the <br />motion. Roll call vote was taken. The motion carried by a vote of 5-1. Council <br />member Muckle voted no. Absent: Mayor Pro Tem Brown. <br /> <br />COUNCIL APPOINTIMENTS TO BOARDS AND COMMISSIONS <br /> <br />Appointments to City Boards and Commissions were voted on by Council on <br />paper ballots. The following members were appointed: <br /> <br />Open Space Advisory Board (3 vacancies; 3-year terms; two regular, one <br />alternate) <br />Two Regular members: Mikael Anderson and Linda Smith. <br />
