Louisville City Council Meeting
April 18, 2000
Page 4.

PRESENTATION BY DOWNTOWN BUSINESS ASSOCIATION FOR SUPPORT
OF THE DOWNTOWN BUSINESS IMPROVEMENT DISTRICT

Davidson called for Applicant Presentation.

Ronda Grassi, President of the Downtown Business Association (DBA) stated that they
are seeking support for creation of the Downtown Business Improvement District (BID)
and requested the City sign the BID petition. She noted that by signing the petition the
City is not obligated to pay any taxes.

Mayer thanked Grassi for her hard work and stated that businesses in the downtown area
seem to be flourishing. He noted that the last work session with the DBA was very
productive and resolved some of the parking issues.

Davidson concurred with Mayer's comments and thanked Grassi for her work and her
patience.

MOTION: Sisk moved that Council support the Downtown Business Improvement
District and authorize Mayor Davidson to sign the petition, seconded by Brown. All in
favor.

RESOLUTION NO. 26, SERIES 2000 - A RESOLUTION APPROVING A
PURCHASE CONTRACT TO BUY AND SELL VACANT REAL ESTATE,
WATER RIGHTS AND CONSERVATION EASEMENT

Davidson called for Staff presentation.

Bill Simmons, City Administrator reviewed the purchase contract for the Bowes
property, consisting of approximately 70 acres, together with certain water rights, to be
jointly purchased by the City and Boulder County. The purchase price for the property
and water rights is $2,025,000 to be shared jointly by the City and County. Simmons
reported on the changes in the purchase contract. He noted that the Bowes family would
retain 5 acres for one additional single-family dwelling. Simmons stated that the City has
acquired a concept design for the curve on Dillon Road from a consulting engineer and it
appears the right-of-way will take more than five acres. The County would like the City
to purchase up to 9 acres for the right-of-way. The purchase is 66 acres and 9 acres for
right-of-way. Closing is tentatively set for May 3, 2000. The City's portion of $1,080,00
will be paid from the Conservation Trust-Land Acquisition Fund and from the Capital
Projects (Right-of-Way).

4
