<br />Louisville City Council Meeting <br />January 18, 2005 <br />Page 8 of 11 <br /> <br />Council member Brown favored roundabouts for traffic calming devices along Via <br />Appia. He explained the recreation facilities along Via Appia warrant roundabouts. He <br />suggested that the Council look expansively at solving the problem, and ask the citizens <br />if they wish to invest in roundabouts as a solution. <br /> <br />Council member Van Pelt agreed there is a need to improve the traffic flow at the <br />intersection of Pine and Via Appia. She stated a traffic signal would cost approximately <br />$250,000 and a roundabout about $500,000, which would be a $300,000 to $400,000 <br />debt. She was not certain the entire community would support a bond issue for <br />roundabouts on Via Appia, nor that a traffic signal for the short term was the best way to <br />approach the problem. <br /> <br />Council member Keany asked Public Works Director Phare how much of the cost of a <br />$250,000 traffic signal is recoverable if the signal is moved at a later time. Public Works <br />Director Phare estimated half of the cost could be recovered. <br /> <br />Council member Keany suggested the short-term solution of a traffic signal at Via Appia <br />and Pine and striping and signage changes at Tyler and Pine. <br /> <br />Council member Levihn reported that at a meeting with the Town of Superior, the Town <br />Manager estimated the cost of the Rock Creek roundabout to be just over $500,000. He <br />agreed that the entire length of Via Appia corridor should be reviewed. He voiced his <br />concern that the Tyler Street residents have not responded to the issue. <br /> <br />Mayor Sisk requested additional public comment. <br /> <br />Chip Weincek stated that notice was given and the Tyler Street residents had a right to <br />appear and speak at this meeting. <br /> <br />Paul Leuthaeuser, 671 W. Pine Street, Louisville, CO voiced his opinion that there are no <br />houses facing Tyler Street. <br /> <br />COUNCIL DISCDSSION/DIRECTION <br /> <br />Council member Brown stated the most pressing issue on Via Appia is at the Recreation <br />Center. He felt the speed limit is too high, and requested traffic calming devices be <br />implemented. He would not support a traffic light at either intersection of Via Appia and <br />Pine or Tyler. He supported the short-term solution of striping and signage and enhanced <br />pedestrian crossings at the Recreation Center. <br /> <br />Council member VanPelt asked if the 2005 Budget includes enhanced pedestrian <br />crossing devices at the Recreation Center. City Manager Simmons stated that the 2005 <br />Budget includes one enhanced pedestrian crossing at the Recreation Center. He <br />suggested the roundabout concept not be considered until the 2006 Budget, so that the <br />revenues can be assessed. He stressed the City has several Capital Projects in progress. <br /> <br />8 <br />
