City Council <br /> Meeting Minutes <br /> February 7, 2012 <br /> Page 10 of 16 <br /> • Parks, Recreation, Trail and Open Space: A connection of trails east and west, <br /> as well as on-street connection from north to south. Both of these trail <br /> connections are considered necessary to connect existing trails into a regional <br /> trail system. The Parks and Recreation Department and the Open Space <br /> Advisory Board support the trail connection within this open space area. <br /> The Planning Commission held a public hearing on January 12, 2012 and supported the <br /> proposed Preliminary Plat and PUD. Their concern centered on the design options for a <br /> north/south trail connection along Steel Street. Staff presented four alternative options <br /> and bike lane options and recommended an on-street bike lane with an extruded gutter <br /> pan. The Planning Commission approved the request 4-3, which only reflected the trail <br /> design concerns and not the entire submittal. Staff recommended the following <br /> conditions of approval: <br /> 1. The applicant shall continue to work with the Public Works Department on <br /> alternative design considerations for intersection turning radii of Steel Street and <br /> Luke Street prior to the Final Plat and PUD submittal. <br /> 2. The applicant shall continue to work with the Parks and Recreation Department <br /> to finalize the public land dedication prior to Final Plat and PUD submittal. <br /> 3. The applicant shall continue to work with the Davidson Highline and Goodhue <br /> Ditch companies on the required ditch easements and design. Final acceptance <br /> of the easements will be required prior to final submittal. <br /> APPLICANT PRESENTATION <br /> Rick Brew, RMCS, LLC, 950 Spruce Street, Suite 2A, Louisville, CO introduced his <br /> partners Justin McClure and David Waldner. He explained this development will bring a <br /> new housing type unique to Louisville of apartments and either duplexes or townhomes. <br /> He presented slides of the development, which illustrated the assemblage of land which <br /> will connect to downtown and the north Steel Ranch development. He reviewed the <br /> north/south trail corridors, the multi-modal street design and the land dedication to the <br /> City, including Cowboy Park. He requested Council approval of the preliminary <br /> subdivision plat and planned unit development plan for the Steel Ranch South <br /> Development <br /> PUBLIC COMMENT <br /> Ken Gambon, 607 Augusta Drive, Louisville, CO inquired whether there will be a berm <br /> to mitigate the railway noise. Mr. Brew explained the berm idea was used to the north <br /> and works well in large urban area, but they do not work in small areas. Noise <br /> mitigation will be built into the architecture, such as solid core doors, triple pane <br /> windows and construction will be to a higher noise coefficient. <br /> COUNCIL COMMENT <br />
