Louisville City Council Meeting <br />September 16, 2003 <br />Page 4 of 11 <br /> <br />Comprehensive Landscape Master Plan for McCaslin Interchange & Pedestrian Bridge. <br />She reported that RTD and CDOT have requested the City of Louisville and the Town of <br />Superior approve the concept plans before further public funds are spent on engineering <br />and preparation of construction drawings to implement the concept plans. The City of <br />Louisville and the Town of Superior met on Wednesday, September 10 to discuss <br />concept plans for landscaping, a pedestrian bridge, bus ramps, parking lots and waiting <br />areas as well as the southwest loop associated with the US 36/McCaslin Interchange. <br />Each municipality will have an opportunity to provide further input on the improvements <br />as the detailed drawings and engineering proceeds. Council comments to the conceptual <br />plans are as follows: <br /> <br />· Provide adequate bike lockers and racks at the transit station <br />· Provide connectivity with Coal Creek <br />· Increase transparency of the pedestrian enclosure on the pedestrian bridge, reduce <br /> glare <br />· Prefer not having the pedestrian enclosure fully covered on the pedestrian bridge <br />· RTD consider alternative configurations for the pedestrian enclosure at the <br /> pedestrian bridge (other than a triangle) <br /> <br />Balser reviewed the project costs. Site and Landscape Improvements - $550,000; <br />McCaslin Bridge - $310,000; 15% Contingency: $130,000, for a total of $990,000. The <br />overall project cost for construction of the southwest loop, including landscaping is <br />approximately $8,000,000. RTD has appropriated $4,000,000 to cover the cost of <br />relocating the current park-n ride, constructing the pedestrian bridge, along with bus <br />ramps and waiting areas, providing 150 spaces on the Louisville side and landscaping <br />those transit areas/amenities. <br /> <br />COUNCIL COMMENT <br /> <br />Keany stated he attended the meeting and Was impressed with the plan. He commented <br />the plan provide for a dramatic improvement to the entrance of both Superior and <br />Louisville. He noted Louisville would have to partially fund the second loop, but for the <br />present, the City's contribution would be very little. <br /> <br />Sisk asked if the plans had changed since the last discussions. Balser stated a couple of <br />issues were addressed relative to the scale, landscaping and color schemes. <br /> <br />Brown inquired about the funding of the second loop. Davidson stated each municipality <br />would pay 50% of the cost for the second loop. <br /> <br />MOTION: Keany moved for Council approval of the Comprehensive Landscape Master <br />Plan for McCaslin Interchange & Pedestrian Bridge, seconded by Sisk.
