He stressed <br />the importance of the plan as it creates a framework for developing the area. <br /> <br />Brown emphasized there is depth to the development and stated the multiple development <br />plans will enhance the downtown area. <br /> <br />MOTION: Sisk moved for Council approval of Resolution No. 29, Series 2003, <br />seconded by Levihn. Roll call vote was taken. The motion passed by a vote of 7-0. <br /> <br />RESOLUTION NO. 30, SERIES 2003 - A RESOLUTION ADOPTING THE <br />HIGHWAY 42 REVITALIZATION AREA COMPREHENSIVE PLAN <br />AMENDMENT - public hearing (advertised Daily Camera 09/10/03) <br /> <br />Davidson opened the public hearing and asked if anyone in the audience wished to speak <br />for or against Resolution No. 30, Series 2003. <br /> <br />Eva Kosinski, 1301 Jackson Court, Louisville, CO, voiced her concern over the <br />undermining on property east of Highway 42. <br /> <br />Davidson called for other public comments and hearing none, closed the public hearing. <br /> <br />MOTION: Sisk moved for Council approval of Resolution No. 30, Series 2003, <br />seconded by Brown. Roll call vote was taken. The motion passed by a vote of 7-0. <br /> <br />STAFF REPORTS <br /> <br />City Manager Bill Simmons asked Deputy City Manager Julie Boyd to report on the <br />progress of the construction of new Police/Court facility. Boyd reported the basement for <br />the Police/Court facility has been dug, and caissons to reinforce the structure will be <br />poured this week. She stated the project is on schedule and within its budget. <br /> <br />Simmons asked Public Works Director Tom Phare to update Council on the reuse water <br />line to the Coal Creek Golf Course and the Highway 42/96th Street Connection project. <br />Phare reported stated the bid documents would be available to bidders next week for the <br />reuse line to the Coal Creek Golf Course. He anticipated awarding the bid the week of <br />October 6, for Council's approval on October 21. Construction will start thereafter, with a <br />targeted completion date of April of 2004. He reported on the Open Space Advisory <br />Board meeting where details were given on the alignment chosen for the Highway 42/96th <br />Street Connection. The Board expressed concern over utilization of the Dutch Creek <br />Open Space and that the impacts will not be fully mitigated. Their concerns centered on <br />the native grasses, which would take a number of years to fill in. He stressed the Public <br />Works Department will commit to restoration of native grasses. <br /> <br /> <br />
