Louisville City Council Meeting
February 6, 2001
Page 6.

Brown commended Finance Director Ray and the Finance Staff. He stated that he had a
citizen inquire about detailed public information and was able to find that information on
the Web site. He stated that the awards are reflective of the Finance Staff.

ORDINANCE NO. 1355, SERIES 2001 - AN ORDINANCE INITIATING THE
ADOPTION OF A HOME RULE CHARTER FOR THE CITY OF LOUISVILLE,
COLORADO, AND PROVIDING FOR THE ELECTION OF CHARTER
COMMISSION MEMBERS - 2nd reading - public hearing (advertised Daily
Camera 1/21/01)

Davidson called for Staff presentation.

Assistant to the City Administrator Heather Balser reviewed Ordinance No. 1355, Series
2001 initiating the adoption of a home rule charter for the City of Louisville. She noted
that to initiate the process, the following question would be submitted to a vote of the
registered electors of the City of Louisville, at a special election to be held on May 1,
2001. "Shall the City of Louisville form a home rule charter commission." The
ordinance also specifies that at such election, the registered electors shall elect a total of
eleven members to the charter commission, all of whom shall be elected at-large. Balser
explained that should Ordinance No. 1355, Series 2001 pass on second reading, the next
action City Council would undertake is to call for an election on forming the charter
commission and on selecting commission members at the February 20, 2001 regular City
Council meeting. If a resolution is passed to this effect, staff will publish first notice of
the election on the 24th of February. Nomination petitions and consent to serve
statements must be filed with the municipal clerk within 30 days after publication of the
first election notice or March 26, 2001.

Davidson opened the public hearing and asked if anyone in the audience wished to speak
for or against Ordinance No. 1355, Series 2001. Hearing none, Davidson closed the
public hearing.

COUNCIL COMMENTS

Mayer stressed that Home Rule is one issue where citizens can become involved and set
the direction for the future of Louisville through citizen participation in the charter
commission. He requested that the citizens be made aware of what opportunities are
available and what the requirements are for the charter commission. He asked that this
information be made available in a timely fashion.

6
