City Council <br /> Meeting Minutes <br /> November 5, 2012 <br /> Page 11 of 14 <br /> • Resolution No. 73, Series 2012, levying general property taxes for the year 2012 <br /> to help defray the costs of government for the City of Louisville, Colorado for the <br /> 2013 budget year <br /> COUNCIL COMMENT <br /> Mayor Muckle commented the budget approval process would be fairly brief in light of <br /> Council budget discussion over the past three previous meetings. He thanked the City <br /> Manager, Directors and staff members for their work on the budget. <br /> Council member Keany felt the table on page 206 was very helpful. He suggested it <br /> would also be helpful to have the two budgets (2012 and 2013) shown side by side. <br /> MOTION: Mayor Pro Tem Dalton moved to approve Resolution No. 71, 2012, with the <br /> exclusion of the $12,250 UC Denver Energy Audit, seconded by Council member <br /> Sackett. <br /> PUBLIC COMMENT <br /> Janet Somerville, 490 Lincoln Court, Louisville, CO asked the reason for excluding the <br /> energy audit from the budget. Mayor Pro Tem Dalton stated there were both positive <br /> and negative comments on the issue, but he felt the audit was not needed. <br /> Mayor Muckle requested Mayor Pro Tem Dalton withdraw his motion to approve the <br /> entire budget with the exclusion of the energy audit and make his motion to exclude the <br /> UC Denver Energy Assessment of$12,250 from the 2013 budget. The motion and the <br /> second were withdrawn. <br /> MOTION: Mayor Pro Tem Dalton moved to withdraw the UC Denver Energy <br /> Assessment of$12,250 from the 2013 Budget, seconded by Council member Sackett. <br /> COUNCIL COMMENT <br /> Mayor Muckle supported the UC Denver Energy Assessment for $12,250. He felt it <br /> would provide Council information on energy efficiencies and be beneficial to residents <br /> and business owners. He stated sustainability is one of City Council's main objectives <br /> and the Sustainability Board believes this study is very important. <br /> Council member Loo stated this study is a green house gas study and a carbon footprint <br /> measure disguised as an energy efficient audit. She stated it did not appear as a citizen <br /> concern on the citizen survey nor did it appear on the City Council's list of goals. In her <br /> opinion, the audit would cite energy efficient measures the City has already undertaken, <br /> thus leaving only the mandatory measures. She did not want to implement mandatory <br /> measures without input from the public and the business community. She supported <br /> Mayor Pro Tem Dalton's motion. <br />
