Louisville City Council Meeting <br />September 4, 2001 <br />Page 10 <br /> <br />Keany asked Public Works Director Phare for an estimate of the cost to construct an 8- <br />foot wide concrete path. He noted that Councilman Mayer estimated approximately <br />$25.00 a linear foot. <br /> <br />Phare stated that given the steep grade in this application, Councilman Mayer's <br />estimation might be low. He estimated $30.00 - $35.00 per linear foot. <br /> <br />Keany asked if an alternative path is available, is the trail required to be ADA accessible. <br />Phare stated that the question would have to be asked of the ADA Advisory Group. <br /> <br />Keany asked if soft surfaced trails have to be ADA. Phare stated that any City trail must <br />meet the ADA standards and pointed out that a soft-surfaced trail, on a steep slope, would <br />be more difficult to maintain. <br /> <br />Mayer stated that ADA requirements apply whether the trail surface is hard or soft. He <br />stated that usually a 1 in 12-rise maximum is allowed. He noted that this is where <br />problems arise on a City maintained trail, because the City must follow those standards. <br />He stated that depending on the length of the trail, a 1 in 12-rise must be relieved every <br />100 feet. <br /> <br />Sisk suggested that Council consider that the trail would be made available by dedication, <br />that the applicant would contribute funds to the construction of the trail, and that the City <br />will construct the trail, if it can be built. <br /> <br />Planning Director Wood addressed a previously asked question about the SF limitation. <br />He stated that at 15% of the acre, the maximum SF would be 5,500 SF on the floor plan. <br /> <br />City Attorney Light reviewed the procedural requirements. He stated that a motion is <br />required authorizing the Mayor Pro-Tem to sign the Annexation Agreement. Any <br />changes to the Annexation Agreement should be contained in the motion. <br /> <br />MOTION: Sisk moved that Council approve the Annexation and Development <br />Agreement, with the following exceptions: 16E, whereby the trail dedication language <br />would indicate that the owner shall contribute the sum of $8,500.00 toward a trail to be <br />built by the City. Said trail connection will be from the southwest comer of the property <br />to the Dillon Road traffic signal, if deemed feasible by the City of Louisville. The Owner <br />shall dedicate and convey fee title to the trail corridor to the City of Louisville at no <br />expense. A new 16H indicating that the owner agrees to dedicate to the City of Louisville <br />a conservation easement whereby one home, which shall not exceed a total square <br />footage, including garage, of 6,000 SF, shall be built on subject property. Said <br />conservation easement shall be a condition precedent and shall mn with the land, <br />seconded by Mayer. <br /> <br />Keany questioned whether there was a limitation on the footprint size on condition 16E. <br /> <br />10 <br /> <br /> <br />
