Ted Hine, 318 South Place, Louisville, CO, provided copies of his written statement and asked that it be made a part of the record. MOTION: Keany moved that Council approve Resolution No. 45, Series 2001, seconded by Brown. Roll call vote was taken. The motion passed by a vote of 5-0. Davidson excused, Howard absent. RESOLUTION NO. 46, SERIES 2001 - A RESOLUTION SUBMITTING THE PROPOSED HOME RULE CHARTER FOR THE CITY OF LOUISVILLE TO A VOTE OF THE REGISTERED ELECTORS OF THE CITY OF LOUISVILLE AT THE REGULAR ELECTION TO BE HELD NOVEMBER 6, 2001 Sisk called for Staff presentation. City Administrator Bill Simmons stated that Resolution No. 46, Series 2001 will refer the proposed Home Rule Charter to the voters at the November 6, .2001 election. The ballot title and question regarding the proposed Home Rule Charter is set and shall appear as follows: SHALL THE PROPOSED HOME RULE CHARTER FOR THE CITY OF LOUISVILLE, COLORADO BE ADOPTED? YES NO MOTION: Brown moved that Council approve Resolution No. 46, Series 2001, seconded by Levihn. Roll call vote was taken. The motion passed by a vote of 5-0. Davidson excused, Howard absent. City Administrator Simmons noted that the notice of the election and the Charter, including the text, would appear in the September 5, 2001 edition of the Louisville Times. DISCUSSION ON CREATION OF A YOUTH ADVISORY BOARD Keany proposed that the City Council form a Youth Advisory Board that would consist of two members from each school, including the St. Louis Catholic School. He suggested meeting on a regular basis, perhaps monthly during the school year. Included on the Board would be a Staff person and possibly a City Council liaison. The Board would review the concerns of the youth, help Council understand the issues, and decided 13
