Louisville City Council Meeting <br />November 6, 2001 <br />Page 4 <br /> <br />RESOLUTION NO. 51, SERIES 2001 - AMENDED FINAL PUD <br />DEVELOPMENT PLAN FOR AN ENTRY MONUMENT SIGN, CENTURY <br />RETAIL CENTER (aka MCCASLIN PLAZA) <br /> <br />Davidson called for Staff presentation. <br /> <br />Planning Director Paul Wood reported that the applicant, O'Connor Development, is <br />requesting an amendment to the Final PUD Development, which is Lot 1, Century Retail <br />Plaza, also known as McCaslin Plaza. He noted that the focus of the request is for one <br />monument entry sign for the project. Wood noted that when the original PUD was <br />approved in 1998 for the Century Retail Plaza there was a condition, which required the <br />Planning Commission and City Council to review prior to construction of a monument <br />sign at the entrance off McCaslin. Wood stated that another reason for Council review is <br />the policy issue of the Commercial Development Design Guidelines, which does not <br />directly authorize monument signs for individual tenants' identification at primary access <br />locations. <br /> <br />Wood stated that the Planning Commission reviewed this matter on August 14 and <br />October 9 and by a vote of 4 to 2, approved the monument request. He noted that the <br />Commissioners in support of the proposal felt that this location had created a hardship for <br />tenant visibility from McCaslin, justifying the need for a monument sign. They felt that <br />the sign would be appropriate at no more than 32 square feet per face with ground <br />mounted lighting. <br /> <br />Wood stated that the monument sign would be for tenants that do not have a sign <br />opportunity on McCaslin Boulevard. Those tenants include Atlanta Bread, Copper <br />Kettle, and a Chiropractic Office. Wood reviewed that the sign would be constructed of <br />brick to match the building and would be approximately 4 feet tall and 9 feet long. <br /> <br />Wood stated that two dissenting Planning Commission members voiced concern that a <br />precedent could be set by approving a multi-tenant monument sign on McCaslin. <br /> <br />Davidson called for applicant presentation. <br /> <br />Frank Marceau, O'Connor Development LLC, 6685 Gun Park Drive, Boulder, CO, <br />Project Engineer, reviewed the PUD condition, which states "A monument sign at the <br />entrance drive shall be similar to the office building sign and subject to review by the <br />Planning Commission and City Council." Marceau noted that the monument sign will be <br />constructed of brick to match the building and will be approximately 4 feet tall and 9 <br />feet long. He stated that it is the applicant's belief that the request is most reasonable and <br />noted that there were tenants in attendance this evening. He addressed the concern of a <br />precedent being set for tenant signage along McCaslin, and stated that the sign will be <br />very modest. He stressed that the signage along McCaslin, referencing Outback <br />Steakhouse, Ruby Tuesday, Applebee's Chili's, Carrabba's, Bank One, are huge in <br /> <br />4 <br /> <br /> <br />
