<br />Planning Commission <br />Meeting Minutes <br />September 13, 2007 <br />Page 6 of 8 <br /> <br />Wood reviewed density by Planning Area. He also stated without an Inclusionary Zoning <br />Ordinance the applicant is not required to provide a specific percentage of affordable units. The <br />questions about land dedication and parks should be ask of the applicant. <br /> <br />Hartman inquired if the Finance Department had reviewed the plan. <br /> <br />Wood stated the City has an Acting Finance Director with the newly appointed Finance Director <br />to join the staff in late September or early October. He does anticipate that the Finance Director <br />will do a review soon after that. <br /> <br />Deborski inquired about the status of the Alconis property. <br /> <br />Wood stated it has not been annexed to the City. If annexed then the property will receive a City <br />zoning. The property will have 22 residential units as entitled through the Comp Plan. <br /> <br />Applicant Presentation and Questions of the Applicant: <br />Rick Brew, RMSC, LLC, introduced the individuals involved with the project either as property <br />owners or staff. He continued with a review of the Planning Areas and the following topics: <br />pocket and neighborhood parks; non-encumbered private land; encumbered private land; non- <br />encumbered public land dedication; encumbered public land dedication and proposed trail <br />connectivity. He also discussed the location of homes in relation to the floodplain, density, <br />Paschal Drive and the need for an intergovernmental agreement with Lafayette and Louisville. <br /> <br />Sheets requested a clarification of how this property relates to the Indian Peaks project in <br />Lafayette. <br /> <br />Brew illustrated with a site plan. <br /> <br />Hartman and Brew discussed Green Building and Affordable Housing. <br /> <br />Lipton asked who will be the developer. <br /> <br />Brew stated RMSC will remain as the master developer. There has already been some intereste <br />expressed in the commercial development and there have been several conversations regarding <br />the residential units. <br /> <br />Sheets and Brew discussed trail connectivity and who will pay for the trail under the tracks. <br /> <br />Wood stated the city did not set aside funds for this trail in the 2008 budget but he is aware that <br />the Parks and Recreation Department is interested in the connectivity. <br /> <br />Members of the Public: <br />John Gstalder, 768 N. Hoover Ave, owner of Summit View, stated his support for the <br />development stating it is a well integrated plan. <br /> <br />Additional Questions of Applicant: <br />Lipton questioned the high density and expressed an interest in a more affordable housing <br />product. <br /> <br />Brew stated the highest density was town homes with garages. Square footage would range from <br />1,200 SF to 2,000 SF. <br /> <br />Staff and Application Summary and Recommendation: <br />Wood reminded the Commission of the staff recommendation for continuance. <br /> <br />Public Hearing Closed Commission Comments: <br />
