Louisville City Council Meeting
April 2, 2002
Page 6

CITY MANAGER'S REPORT

City Manager Bill Simmons reminded Council of Volunteer Appreciation Day on
Saturday, April 7, 2002.

Simmons reported that flyers will be distributed announcing the neighborhood traffic
study analysis for the Highway 42/96th Street Connection. The public meeting will be
held on Wednesday, April 24, 2002 and public comment will be gathered for the final
recommendation to City Council on the alternative plan to be implemented. He stated
that Alternative #2 has been noted to be the best alternative in the sense of connectivity,
and mitigating traffic impact in the neighborhood. The cost ranges from 1 million to 2.4
million dollars and Council will be requested to provide a policy decision on what
alternative should be implemented. Staff will then complete an analysis on an
implementation schedule and funding.

Simmons reported on the Highway 42 Revitalization Committee and distributed
documents on the Master Plan for revitalizing the Industrial parcel. The documents
include a summary of past community involvement, and the goals and principles for the
projects. Exhibits are also included that will be used in an upcoming community
meeting, along with a map illustrating potential commuter railway stations, with an
evaluation of those stations. He reported that the City Council and the Chamber of
Commerce have been invited to attend a business meeting of the Directors of the
Downtown Business Association, on Thursday, to discuss the Highway 42 Revitalization
Project. The meeting is April 18, 2002 from 4:00 to 7:00 p.m. He reported that there will
also be Community Open House on Wednesday, May 8, 2002, at 9:00 a.m., in the City
Council Chambers.

Simmons reported on future agenda items for Council regular meetings:
· April 9, 2002 Study Session: 5-year capital plan and a US 36 Interchange
Presentation.
· April 16, 2002 Regular Meeting: Downtown Parking Fee and PUD Extensions
will be continued to May 7, 2002 to allow Planning Commission review.
April 27, 2002 Study Session: Needs assessments for Library and Recreation
Center, discussion of minimum fences, weeds, storage of parked vehicles, and
redistricting of municipal wards.

Simmons reported on the planning progress for Police Facility and stated that the
buildings' gross square footage is 12,370 SF. The total estimate for the building,
including the additional site work, is 2.8 million dollars, which is approximately 7-8
hundred thousand dollars over the budget. Additional space added for the Municipal
Court and a Dispatch Center would increase the square footage approximately 3,500 SF
and add $288,000 to the project budget. He stated that the total estimated cost of the
project is $3,046,000, $946,000 over the 2.1 million dollars budgeted. Prior to proceeding
any further, Simmons requested meeting with Council at the April 9, 2002 Study Session.

6
