Louisville City Council Meeting <br />April 2, 2002 <br />Page 7 <br /> <br />Mayer questioned why a communication center would be added. He stated that he was <br />not aware of any Council authorization to consider a communication center. Simmons <br />stated that at this point, it is considered shell space and that there are options for a police <br />dispatch. The police department would be on the upper level or ground level and the <br />basement space would be at walkout level and include a dispatch area of 960 gross square <br />foot, for foundation and walls, at a construction cost of $80.00 per square foot.. <br /> <br />Mayer voiced his objection and stressed that if space is created, there is an assumption <br />that it will be built. He voiced his surprise at the suggestion of added space for a <br />communication center. Simmons suggested further discussion at a study session, to reach <br />a consensus among Council members on what options should be'pursued. He stated that <br />there is an option for a single story police facility, with no shell space for the municipal <br />court or dispatch, at an estimated cost $2,776,00 million dollars. <br /> <br />Davidson suggested that Council review this matter further and stressed there should be <br />justification for a building that size. He emphasized that the facility is far over budget. <br /> <br />Van Pelt asked for clarification that the 2.8 million dollars included the site work. <br />Simmons stated that Option B, the single story facility, includes the estimate for the <br />building itself, the architectural fees and additional site work. The addition is within the <br />square footage allocations for the construction of the building. He explained that there is <br />an amount that is set aside for site improvements. The total for Option B is $2,776,000. <br /> <br />Brown asked if the 2.8 million dollars includes the entire site or just for the police <br />facility. Simmons stated that the site is designed to add a new road, with primary access <br />off Via Appia, with full turning movement and right-in/right out access from McCaslin <br />Boulevard. He also noted that there are storm drainage requirements that are unique to <br />the site and those will be described by not itemized. <br /> <br />Brown asked if the grading for the entire site is being reviewed. Simmons stated that the <br />entire site is being reviewed from a grading standpoint, however the entire site will not be <br />graded at this point. <br /> <br />Van Pelt asked if there is a use plan for the development. Simmons stated that three other <br />uses are being considered: an in-line hockey skating rink, a skateboard facility, and an <br />outdoor swimming pool. Soccer fields are not being considered due to the nature of the <br />grading, they are not economically feasible. <br /> <br />COUNCIL COMMENTS AND COMMITTEE REPORTS <br /> <br />Brown reported that the East Boulder County Arts Alive study is complete and the Board <br />of Directors are prepared to present the finding to the Council. Brown requested that time <br />be scheduled for a presentation at a future City Council meeting. <br /> <br /> <br />
