Louisville City Council Meeting
May 7, 2002
Page 3

Senior Board President Art Symanski thanked Council on behalf of the Senior Board and
all senior citizens of Louisville. He reminded the Mayor and Council of the Older
American Luncheon on Thursday, March 8, 2002, at the Louisville Senior Center.

Sisk voiced his pleasure as servicing as Council's liaison on the Senior Advisory Board.
He thanked the Senior Board for their active and positive roles in the community.

PROCLAMATION - CHILD ABUSE AWARENESS MONTH

Mayor Davidson proclaimed April 2002, as Child Abuse Awareness and Prevention
Month in the City of Louisville and presented the Proclamation to Kitty Sargent,
Educational Resource Specialist for Blue Sky Bridge Child & Advocacy Program.

Kitty Sargeant, representing Blue Sky Bridge, accepted the proclamation and thanked
Council for their support and recognition of the problem of child abuse. She invited the
Mayor and Council to visit the Blue Bridge Child Facility in Boulder.

2001 AUDIT & MANAGEMENT LETTER

Davidson called for Staff introduction.

Finance Director Dianne Ray introduced Wendy Swanhorst, C.P.A., partner with
Swanhorst, Dragon & Cutler LLC, who presented the 2001 Audit and Management
Letter.

Wendy Swan_horst presented the 2001 Audit and Management Letter for the City of
Louisville. She noted that the report looks different from what the Council is accustomed
to. She explained that this is due to the City of Louisville's adoption of the GASB34
standard for governments. She stated that GASB34 is a significant change in government
accounting and brings government accounting along the lines of business accounting.
She referred to financial statements in the Comprehensive Annual Financial Report,
which separates govemment activities primarily supported by tax dollars from business
type activities supported by fees. She summarized that the City is in good financial
condition.

Sisk reported that the Finance Committee met with Ms. Swanhorst on Monday. He
welcomed Ms. Swanhorst and the firm of Swanhorst, Dragon & Cutler LLC to the City
of Louisville and thanked her for a positive and understandable audit.

Mayer recognized Finance Director Dianne Ray for her contributions to the Finance
Department and the City of Louisville. He expressed his best wishes to Ray in her new
employment and stated that she will be missed.

Davidson concurred with Council member Mayer's comments and also extended his best
wishes to Dianne Ray.
