Louisville City Council Meeting
June 4, 2002
Page 11

various needs such as a restaurant, and a massage therapist facility. He requested that the
design of the Recreation Center incorporate energy efficiency and soundproofing. He
recommended that an underpass be constructed under Via Appia for access to the
Recreation Center.

Keany asked the architect if there was a way to cover the outdoor pool. Bernard stated
that could be accomplished.

Keany asked that the Recreation Center/Senior Center expansion and outdoor swimming
pool be designed to be energy efficient.

Sisk stated that he liked the suggestion that the In-line Skating Facility to be located to
either the outdoor swimming pool or the police department, which would accomodate
shared parking. He asked if a value has been assessed to the outdoor pool. Bernard
responded 2.9 million dollars.

Sisk asked for the number of lanes proposed for the outdoor pool. Bernard responded six
lanes.

Sisk asked if the cost of eight lanes could be investigated. Sisk addressed the Senior
Facility expansion and asked Bernard if the current function could operate in another
location or design. Bernard responded that he has not looked at that issue.

Sisk addressed the acoustical issues of the Senior Citizen, and asked if the sound could be
muffled. Bernard stated that they have reviewed the issues of partitions.

Sisk congratulated the design team, the Steering Committee, Keith Williams and Kathy
Martin.

Van Pelt also congratulated the Steering Committee, the Architectural Firm, Keith
Williams, Kathy Martin and the Recreation/Senior Staff for an outstanding job. She
asked Recreation Director Williams what basis was used to calculate the $300,000
revenue estimate for the outdoor pool.

Williams stated that the calculation is based on a nation-wide outdoor swimming pool
trend. The key areas of revenues were from admissions, season passes, family passes,
group sales, etc. He stated that a pool of this nature would have approximately 500 users
per day.

Van Pelt addressed the issue of covering the outdoor pool. She asked if there was an
opportunity to partnership with the Boulder Valley School District to cover some of those
needs including expanding to an eight-lane pool. She noted that the School District would
be a big user in that case and eight-lanes would better meet the needs of the competitive
swimmers.

11
