Louisville City Council Meeting
June 4, 2002
Page 12

Mayer voiced his concern with the maintenance costs/revenue projections. He stated that
the recovery does not cover capital refurbishments or replacement. He requested a better
breakdown of the outdoor pool projections for replacement. He addressed the Via Appia
underpass and asked that be made a priority. He stated that he is a strong proponent of
the underpass because would tie the recreation center to the trail system. He voiced his
concern with the slope of the site and the cost of the contingency of the project.

Bernard stated that there are directions to address the slope of the site including retaining
walls and grade changes that will deal with the drainage.

Mayer voiced his frustration that the swimming facility at the Recreation Center does not
meet the needs of the community. He asked that the needs of the four to twelve-year olds
be addressed.

Brown stated that the plan is tremendous and commended everyone for their efforts. He
commented that the In-line skating rink has been put on hold for other projects. He asked
how the project site for the In-line skating rink proposal affects the arboretum. Bernard
stated that the plan is to work around the arboretum.

Brown asked if the current soccer/cricket field has been taken into consideration in the
development of the overall plan. Bernard stated that the field area will not be changed.

Brown stated that there is a tremendous demand for youth programs and emphasized the
importance of the expanding programs for teens. He commented that sharing the senior
facility, such as the billiards room, and other facilities, with the teens would be a benefit
to the community. He addressed the issue of covering the pool and stated that he received
requests that the In-line skating facility also be covered. He reported that proponents
have discussed fund raisers to help pay for the covering of that facility. He agreed that
the underpass project at Via Appia will serve the community.

Levihn concurred with Council member Brown comments. He stated that he has heard
about the needs of the Library, Recreation/Senior Center for some time. He noted that
the community is very proactive and supports the proposed projects. He voiced his
preference to move forward with the expansion project.

Keany asked if an outdoor pool complex adjacent to the arboretum would create a
conflict. Bernard stated that that there are landscaping and fencing factors that would
mitigate the sound conflict.

Davidson asked that the parking be made available for the arboretum. He also
commended the Steering Committee for their work on the project.

.12
