He commended the citizens for their <br />support of a new library. <br /> <br />Davidson agreed that the architect and consultant did a very good job. He stated that he <br />was a proponent of the Post Office site, however now believes that the parking lot site is <br />a more suitable site, and the parking would be enhanced. He noted that the City already <br />owns the parking lot and that, although the Post Office indicated that they would stay <br />downtown, choosing the parking lot site will ensure that the Post Office will remain <br />downtown. He voiced his preference for the north parking lot. <br /> <br />Sisk stated that the parking lot site is more costly that the post office site. He stated that <br />the Post Office site needs some work, but is a more suitable site. He voiced concern with <br />a library tied to a parking garage. He asked that the matter be resolved and that the City <br />contract for the Post Office site. <br /> <br />Keany voiced concern with the issue of a parking garage. He explained that with budget <br />shortfalls, there could be management and maintenance problems with a parking garage. <br /> <br />Mayer stated that the City must look at a site for the library for the long-term. He <br />voiced his belief that the Post Office site is the best location. He noted that the parking <br />lot site with a parking garage would require an elevator and handicapped accessibility; <br />therefore, surface parking for a public building makes more sense. <br /> <br />Brown concurred that Council should determine the best site for library for the long-term. <br />He asked Humphries about the flood plain issues with the post office site. <br /> <br />Humphries stated that they have not specifically investigated the cost for relocating or re- <br />mapping the flood plain at the Post Office site. He explained that two thirds of the site is <br />currently under the flood plain. He also noted that there are utilities located along Spruce <br />Street that will need to be relocated. <br /> <br />Brown agreed with Mayor Davidson that the parking lot presents the opportunity to have <br />a downtown civic green space with the library. He emphasized that Council should move <br />forward with the library. <br /> <br />Van Pelt stated that the Post Office site provides the opportunity to have a gateway, <br />however she voiced concern about that the post office building may have asbestos. She <br />asked Humphries if there has been any investigation for asbestos at that site. Humphries <br />stated that they have not investigated the site for asbestos, but that would be explored <br />within the next few weeks, if that site is selected. <br /> <br />Levihn stated that he favored the Post Office site, although he has concerns about the <br />traffic.
