City Council <br />Meeting Minutes <br />September 17, 2013 <br />Page 12 of 15 <br />helpful sentencing tool for none compliance cases, such as failure to pay sales tax, <br />multiple offenses, repeat offenders and cases of a more serious nature. <br />The following other revisions of sections of the Louisville Municipal Code are requested <br />to be compliant with Colorado Revised State Statutes: <br />1. Raising the maximum fine for contempt of court from $100 to $1,000 and the time <br />for imprisonment from five days to six months. Imprisonment is not mandated, <br />and the Judge can still assess a fine only. <br />2. Appointing the Municipal Judge to be the hearing officer on hearings on the <br />revocation of licenses for sexually oriented businesses, instead of the City Clerk. <br />3. Providing Municipal Court jurisdiction over arson cases where the property damage <br />is less than $1,000 (current Code provision sets this amount at $100). <br />4. Revises the Model Traffic Code to make driving twenty miles per hour over the <br />speed limit, a traffic offense. <br />5. Raise the maximum fine level for violations of the City's bicycle ordinances <br />from $25.00 to $500.00. <br />Mayor Muckle requested public comment and hearing none, closed the public hearing. <br />MOTION: Mayor Pro Tem Dalton moved to approve Ordinance No. 1645, Series 2013, <br />seconded by Council member Keany. Roll call vote was taken. The motion carried by a <br />vote of 6 -0. Absent: Council member Loo. <br />DISCUSSION /DIRECTION /ACTION — REIMBURSEMENT TO OLDE TOWN GROUP <br />FOR EXPENSES RELATED TO PLANNING AND NEGOTIATION OF AN <br />AGREEMENT TO REDEVELOP THE HISTORIC GRAIN ELEVATOR <br />Mayor Muckle requested a staff presentation. <br />Economic Development Director DeJong provided background information for the <br />request for reimbursement from Olde Town Group. The City received two proposals in <br />response to its Request for Proposals (RFP) for assistance to acquire, stabilize, <br />rehabilitate, and redevelop the Grain Elevator; one from Hartronft Associates of <br />Louisville, and one from Olde Town Group, LLC of Arvada. On April 2, 2013, the City <br />Council directed staff to negotiate an agreement with Olde Town Group, LLC. Soon <br />thereafter, Economic Development staff and Olde Town Group began negotiating <br />agreements to fulfill Olde Town Group's proposal. <br />While the City's negotiations with Olde Town Group were underway, Louisville Mill Site, <br />LLC, owned by Randy Caranci and J. Erik Hartronft, on June 10, 2013 submitted an <br />offer to purchase the Property. The City Council met in executive session on July 2, <br />
