City Council
Meeting Minutes
September 17, 2013
2013 and discussed a strategy to negotiate an agreement with Caranci and Hartronft.
Negotiations with Olde Town Group were put on hold until an agreement with Caranci
and Hartronft was voted on by the City Council. Council approved a Purchase and Sale
Agreement with Louisville Mil Site, LLC on August 20, 2013.
Olde Town Group, LLC is seeking reimbursement for costs they incurred to plan for and
negotiate an agreement with the City in the amount of $18,532.92. While there is no
legal obligation to reimburse Olde Town Group, they made a good faith effort to
negotiate an agreement with the City, engaged their architects, engineers, construction
manager, and attorney to evaluate the City's proposed scope of work and draft a
proposal for the City to consider.
During the first phase of the grain elevator project, the City negotiated with the Amterre
Property Group for the redevelopment of the property and the City Council approved a
similar reimbursement of approximately $14,000, which was paid through the Historic
Preservation Fund. Olde Town Group, LLC's requested compensation is $18,532.92
and those funds are available in the Historic Preservation Fund.
PUBLIC COMMENT
Steven Howards and Deborah Andrews, Old Town Group, LLC, 5606 Olde Wadsworth
Boulevard, Arvada, stated they had heard about this project from Anderson Hallas PC,
who suggested they respond to the RFP. They met with representatives of the City and
were encouraged to present a proposal for the preservation of the grain elevator. He
stressed their love for the historic grain elevator and their deep respect for the City of
Louisville's dedication to historic preservation. They understood the City prerogative to
go another direction and hoped to work for the City in the future. They respectfully
requested reimbursement for a portion of their work.
COUNCIL COMMENT
Mayor Muckle voiced his appreciation to the Olde Town Group for their professionalism
and expertise. He supported the reimbursement to the Olde Town Group with funds
from the Historic Preservation Fund.
Council member Jasiak also voiced her appreciation to Olde Town Group for their
proposal and their gracious letter requesting reimbursement. She explained the City
never intended to own the building but was put in a very difficult position. She
expressed her hope the City may work with the Olde Town Group sometime in the
future.
PUBLIC COMMENT
Ashley Stolzmann, 370 S. Taft Court, Louisville, CO inquired if the Historic Preservation
Commission forwarded a recommendation relative to this reimbursement. Planner
