Louisville City Council Meeting
October 15, 2002
Page 3

"Davidson explained that a newspaper reporter interviewed him about Memory Square
swimming pool. He suggested the possibility of a special assessment, similar to
homeowner's association fees, for payment of amenities, such as the Memory Square
Swimming pool." Sisk stated that conversation did not indicate any decision to close
Memory Square Pool. Sisk reported the Memory Square swimming pool was discussed at
the Ward I meeting, and he emphasized the Aquatic study should be completed in
November or early December and is separate and apart from the bond issue. He stated
that the citizens are interested in the facts. He voiced his belief that the citizens will vote
based on the factual information.

REGULAR BUSINESS

PRESENTATION - EPA AWARD FOR EXCEPTIONAL OPERATION AND
MAINTENANCE FOR THE CITY OF LOUISVILLE'S WASTE WATER
TREATMENT PLAN

Davidson called for Staff presentation.

Public Works Director Tom Phare reported that the City's Waste Water Treatment Plant
has been recognized for its exceptional operation. He stated that the Louisville Waste
Water Treatment Plant Staff has an opportunity to measure themselves against other
treatment plants across the country. He noted that the recognition is a combination of
both plant operation and wastewater collection system and is a national honor. Phare
introduced EPA representatives Anthony De Loach, Operations and Award Coordinator
and Steve Tuber, Region VIII Water Program Director.

Tuber expressed his honor at presenting the awards to the Louisville Waste Water
Treatment Plant. He explained that National Award was presented at a national meeting,
where the City was the recipient of the 2001, First Place Middle-sized Advanced
Treatment Operations and Maintenance award. The second award was First Place for
Region VIII for exceptional Waste Water Treatment Plan Operation and Maintenance.
He stressed that the City of Louisville's facility received these awards for the highest
standard achieved in daily plant operations and system maintenance. He presented the
National and the Region VIII awards, certificates and pins to the Mayor and Council, and
recognized and presented plaques to the City Administration and Public Works.

Tuber and De Loach presented individual plaques to the following staff members from
the Wastewater Treatment Plant: Plant Superintendent Ken Mason, Chief Plant Operator
Paul Bremser, Plant Operators Ken Shoen, Dave Freeman, and Ron Newberry; Waste
Water Pre-Treatment Specialist Dinh Lai, and Operations Manager Darwin Bronson,
acknowledging their efforts in the exceptional performance.

Davidson expressed his thanks and appreciation to the Waste Water Treatment staff and
Public Works Director Tom Phare.

3
