The equipment budget for the new Police Department building has been allocated <br /> over two years instead of one. <br />4. $46,000 has been deleted for the Parks & Recreation Master Plan. <br />5. $34,000 has been added to 2004 for the restoration of the bell tower on the Arts <br /> Center. <br /> <br />Simmons reviewed the new municipal court to be built in conjunction with the police <br />building. The expenditure is shown as $500,000. Staff suggested two alternatives. <br /> <br />1. Construct shell only- deduction $40,000 to $60,000. The area shown as <br /> unfinished within the Police Department would be finished as a training room. <br />2. No construction- deduct $300,000 to $430,000. There are shared facilities <br /> within the proposed building that need to be constructed as part of the Police <br /> Department are sized to accommodate a future court. <br /> <br />Simmons noted that the transportation projects would be partially funded by the proposed <br />impact fee and other sources. The impact fee will also include municipal facilities (City <br />Hall and City Shops) and police facilities. The estimate of impact fees those facilities <br />over the five-year period are as follows: <br /> <br />Police facilities $207,000 <br />Municipal facilities $326,000 <br /> <br />COUNCIL COMMENTS <br /> <br />Sisk stated that he was not in favor of the City Shops or City Hall renovation. He <br />suggested building only the shell for the Court. <br /> <br />Davidson explained that Council members Keany and Sisk met with City Manager Bill <br />Simmons last week to discuss the Court facility. <br /> <br />Simmons explained the Police Facility's communication space could be converted for a <br />police training room. <br /> <br />There was considerable discussion relative to the municipal court, as to whether a shell <br />space should be included or whether the court facility should be completed. There was <br />also discussion regarding the removal of the court from the police facility. <br /> <br />Council also discussed a finished space for a police training room. Davidson suggested <br />removing the communication center and keeping the shell space for the court in the plan. <br /> <br />Davidson suggested bids be sought for options for the court, a finished court and a non- <br />finished court. <br /> <br /> <br />
