City Council <br /> Meeting Minutes <br /> January 7, 2014 <br /> Page 5 of 22 <br /> Building Permit-Fee Rebate $1,000 <br /> Building Use Tax Rebate 700 <br /> Consumer Use/Sales Tax Rebate 13,000 <br /> Total Proposed Assistance $ 14,700 <br /> Staff estimates Xetawave will generate new revenue of approximately $3,500 from <br /> building permit fees and construction use taxes directly to the City in the first year of <br /> operation, given an investment of $80,000 of core and shell and tenant finish costs. <br /> Approximately $200 of that amount is fees designated for Open Space and Historic <br /> Preservation purposes. <br /> APPLICANT PRESENTATION <br /> Jonathan Sawyer, Founder and CEO of the Company, started a number of companies <br /> in Boulder. Xetawave serves several industries, including oil and gas, water, waste <br /> water, solar, utilities, traffic, and the military. He noted many of their clients do fracking <br /> and urged Council to not consider any anti-f racking ordinances. <br /> COUNCIL COMMENTS <br /> Council member Jasiak noted a newspaper article reported Xetawave had chosen to <br /> locate in Broomfield. Mr. Sawyer explained the building in Broomfield had changed <br /> owners, which complicated the sale of the building. They had considered a building in <br /> Lafayette, however with their adoption of an anti-f racking ordinance, they decided <br /> against the site. <br /> MOTION: Mayor Muckle moved to approve Resolution No. 1, Series 2014, seconded <br /> by Mayor Pro Tern Dalton. Roll call vote was taken. The motion passed by a vote of <br /> 7-0. <br /> APPROVE PRE-CONSTRUCTION AND DEIGN DEVELOPMENT SERVICES FOR <br /> COAL CREEK GOLF COURSE DISASTER RECOVERY PROJECT <br /> Mayor Muckle requested a staff presentation. <br /> Parks and Recreation Director Stevens explained the pre-construction and design <br /> development services agreement with Landscapes Unlimited, LLC (LU) will begin the <br /> development of a Coal Creek Golf Course Disaster Recovery Program. At an earlier <br /> City Council meeting, $5,000 was authorized to initiate the process. This process must <br /> continue with Landscapes Unlimited in order to present a construction services <br /> agreement to the City Council in February. Information will be gathered to guarantee <br /> the City is eligible for reimbursement from FEMA and staff will work with the Golf <br /> Course Advisory Board on the improvement process above and beyond what was <br /> characterized as flood recovery cost for the project. The contract would provide the cost <br /> of reconstruction and outline the mitigation for improvements to the golf course. <br />
