Motion passed by a 6 - 0 vote with Howard being absent. <br /> <br />APPROVAL OF PROFESSIONAL ENGINEERING SERVICES - RTW - W ASTEW A TER <br />TREATMENT PLANT WORK <br /> <br />Tom Phare, Public Works Director, stated that the engineer would assist the City in design of <br />improvements and enhancement of the Wastewater Treatment Plant. They'will be constructing an <br />asphalt pad for biosolid storage and drying. This will allow additional capacity and improve the <br />quality and cost of operations. <br /> <br />Davidson called for Council comments, or questions, or motions. <br /> <br />Sisk moved that Council approve the engineering services contract with RTW for the 1996 <br />Wastewater Treatment Plant Digester and Biosolids Pad with authorization for the Mayor to execute <br />the contract on behalf of the City. Seconded by Keany. Roll call was taken. Motion passed by a 6 - <br />o vote with Howard being absent. <br /> <br />RESOLUTION NO. 18, SERIES 1996 - APPROVING A INTERGOVERNMENTAL <br />AGREEMENT BY AND BETWEEN THE CITY OF LOUISVILLE, AND THE CITY OF <br />LAFAYETTE AND AUTHORIZING THE MAYOR TO EXECUTE THE SAME - JOINT <br />SOLID WAST RECYCLING FACILITY <br /> <br />Steve Baysinger, Parks & Recreation Director, stated that the joint recycling center would be <br />operated by a committee with representatives from the Louisville Resource Conservation Advisory <br />Board (LRCAB) and the Lafayette Waste Reduction Advisory Committee (LWRAC). Any operating <br />revenues or expenses derived from the recycling center would be shared by both cities. He pointed <br />out the advantages of the agreement as being able to expand the types and volume of materials that <br />can be picked up at the site. They will be able to upgrade the site through the funds appropriated <br />through the City of Lafayette without any additional expense to <br /> <br />Louisville taxpayers. The IGA will allow the two communities to share in the operating and <br />promotional costs of the recycling center. After review the City Attorney suggested additional <br />language to address insurance and liability within the IGA and clarification on the indemnification. <br />Language to clarify the termination of the agreement relating to non-appropriation of operating funds <br />will also need to be included. <br /> <br />6 <br />
