City Council <br />Special Meeting Minutes <br />April 22, 2014 <br />Page 2 of 5 <br />City Manager Fleming presented the design details on the City Services Facility through <br />a PowerPoint presentation. <br />Based on current Construction Manager /General Contractor (CM /GC) estimates <br />reflecting actual subcontractor and material quotes at this time, staff projects the total <br />cost of the project, including land and all costs incurred prior to 2014, at $12.7 million. <br />Staff anticipates a Colorado Department of Local Affairs (DOLA) grant of around $1 <br />million to partially offset this cost. The remaining funding will come from the Capital <br />Projects Fund, Utility Funds, Open Space and Parks Fund. Additional funding could also <br />potentially come from selling 3 -acres of the 13.3 acre CTC property and /or selling or <br />leasing the existing 5.4 acre facility. <br />COUNCIL QUESTIONS <br />Will there be an opportunity to share space with another agency? CIP Manager Trettin <br />noted there was a discussion relative to selling 3- acres of the site and partnering with <br />another agency or municipality to share the drive and the fuel stations. <br />Will there be multiple stacking? Tom Wiener, RNL Design explained the office <br />component and land use all function on one floor with single storage. <br />It was noted there did not appear to be a lot of office usage. Mr. Wiener explained there <br />are a few offices for the various department supervisors, with cubicles and phone <br />carrels in the center area for employees. There will also be a shower facility for the <br />employees. <br />What are the environmental efficiencies? Mr. Wiener explained this facility will have a <br />north /south exposure, with window glazing providing optimal day lighting. <br />Are there any provisions for future expansion? Mr. Wiener explained the general area <br />for expansion would be to the west. Expansion of either the Administration <br />Maintenance building and /or the heated storage building to the north is also a <br />possibility. <br />Clarification on the additional $1 million project cost to be compliant with the commercial <br />design. CIP Manager Trettin explained the addition $1 million is for fencing, finishing <br />and actual building materials. Planning Director Russ explained the commercial <br />guidelines require all four sides of the building visible from the street and surrounding <br />properties maintain quality finishes and screening. <br />City Manager Fleming explained the original design was linear, while the new design is <br />all screened and in a U- shape. It is also compliant with the commercial standards. Mr. <br />Wiener explained the storage portion was taken out of the design and put in a separate <br />building. The design is L- shaped with a courtyard, backed up by a berm to help screen <br />both equipment and noise, with plantings on south edge. <br />
