Approval of a One Year Independent Contractor Placement with Enscicon <br />Corporation for Utilities Projects Manager <br />MOTION: Mayor Pro Tem Dalton called for changes to the Consent Agenda and <br />hearing none, moved to approve the Consent Agenda, seconded by Council member <br />Lipton. All were in favor. Absent: Mayor Muckle and Council member Keany <br />COUNCIL INFORMATIONAL COMMENTS ON PERTINENT ITEMS NOT ON THE <br />AGENDA <br />There were no Council comments. <br />CITY MANAGER'S REPORT <br />Deputy City Manager Balser requested Chief Hayes provide a brief update on the 1st <br />Street Faire. Chief Hayes reported the 1st Street Faire went fairly well. There were <br />some concerns, one which centered on checking ID's. Those concerns have already <br />been addressed with the DBA. The appropriate process is to check ID's, sell tickets and <br />do hand stamps. He stated one of the new beer tents did not follow the process and <br />collected cash. There is also concern relative to the ingress and egress, both on the <br />north and south end, for emergency vehicles and equipment. Parking enforcement also <br />occurred and ten tickets were written. Officers will be present at all the Street Faires <br />and parking will be enforced. <br />Council member Lipton inquired whether there were any alcohol issues. Chief Hayes <br />reported there were no alcohol issues at the Street Faire. There was a report of an <br />alcohol related problem at one of the downtown establishments, which resulted in a <br />warning. The only alcohol problem identified at the Street Faire was the lack of <br />checking ID's at one of the beer tents. <br />Mayor Pro Tem Dalton stated in the past there had been neighborhood complaints over <br />public intoxication, trash, beer cans and loud disturbances. Chief Hayes reported there <br />were no complaints of this nature. As the Street Faire came to an end, the police <br />officers were watchful of those types of activities. <br />REGULAR BUSINESS <br />APPROVE CONTRACT WITH TISCHLERBISE, INC., FOR THE <br />CREATION OF A NEW MARGINAL COST FISCAL MODEL <br />Mayor Pro Tem Dalton requested a staff presentation. <br />
