City Council <br />Meeting Minutes <br />June 17, 2014 <br />Page 5 of 7 <br />Council member Stolzmann made the following comments on marginal cost fiscal <br />model: <br />• Making this the best model possible for the money. <br />• Improving the analysis for use tax to ensure it reflects the mix of use tax between <br />office, commercial and residential. <br />• Look at the relationship between spending and income. <br />• On the average cost model not double count on the household side. <br />• Don't double count going forward on retail spending. <br />• Try to capture the cannibalism factor with local retail versus regional. <br />• Capital Projects as relates to the Impact Fees. If the City does not collect a fee, <br />it does not relate back to the project. <br />• Being careful with TABOR limits. <br />• Proposal only allows for two alternate scenarios. Important to look at game <br />changers — new tax, planned use change at ConocoPhillips for example. <br />• Re- evaluate the value of public land on the Capital side. <br />• Backfill Urban Renewal until 2032. <br />• Importance of the level of service being set by the people of Louisville (City <br />Council representatives). <br />• Correct last report from Tischlerbise, which seriously misrepresented the <br />magnitude of the different types of tax categories. <br />• The proposal suggests the Finance Committee will have a meeting with <br />Tischlerbise. She suggested the meeting be held in the middle. <br />• The importance to model current land use and see where the City is. <br />Council member Lipton agreed with many of Council member Stolzmann's comments. <br />MOTION: Council member Lipton moved to approve the Contract with Tischlerbise, Inc, <br />for the model creation of a new marginal cost fiscal model, seconded by Council <br />member Loo. RoII call vote was taken. The motion carried by a vote of 5 -0. Absent: <br />Mayor Muckle and Council member Keany. <br />ORDINANCE No. 1667, SERIES 2014 — AN ORDINANCE APPROVING THE <br />VACATION OF A 20 -FOOT WIDE DRAINAGE AND UTILITY EASEMENT WITHIN <br />LOTS 1 -4, BLOCK 5, THE BUSINESS CENTER AT C.T.C. REPLAT C — 2nd Reading <br />— Set Public Hearing <br />Mayor Pro Tem Dalton requested a City Attorney introduction. <br />City Attorney Light introduced Ordinance No. 1667, Series 2014. <br />Mayor Pro Tem Dalton opened the public hearing and requested a staff presentation. <br />Planning and Building Safety Director Russ explained the Business Center at CTC <br />Replat C Subdivision was platted in 2001 with a dedicated 20 -foot drainage and utility <br />
