City Council <br />Meeting Minutes <br />July 1,2014 <br />Page 13 of 31 <br />Mayor Muckle addressed the Boulder Valley School District (BVSD) projections of how <br />the 55 Townhome development would affect enrollment at LES. Principal Planner <br />McCartney stated the BVSD initial analysis was they would be able to serve those <br />children in the 72 townhome units. <br />Mayor Muckle felt the fiscal analysis was based on other numbers and asked if there is <br />an amended fiscal analysis. Planning and Building Safety Director Russ responded no <br />and explained the townhomes will generate fewer people per unit, but the actual <br />equation has not been determined for the decreased request. <br />Council member Stolzmann had studied the financial analysis and stated on average, <br />the price of the homes and the amount spent in town will lower sales and property taxes <br />a small amount. <br />Council member Lipton asked for the changes between the Preliminary and the Final <br />Plats. Principal Planner McCartney explained the Preliminary for this development was <br />72 townhome units and had alley access. The Final includes 55 townhome units and <br />still has alley access. Planning and Building Safety Director Russ explained in Phase 1 <br />there is a donut hole for a potential five units to come in Phase 2. <br />Council member Lipton inquired about the width of the streets. Principal Planner <br />McCartney explained the setbacks on the alleys were modified to improve fire access <br />on the alleys, but the streets were not widened. <br />Council member Stolzmann referred to the mixed use standard guidelines, which <br />address the intent of the architectural variety. The intent is to avoid bleak, barrack -type <br />appearance associated with large concentrations of identical or similar structure. She <br />did not mind the modern style, but was opposed to the repetitive look. She agreed it <br />would be helpful to have the Planning Commission minutes on PUD's and the minutes <br />of the LRC meetings when the urban renewal area is involved and the design guidelines <br />and copies of the referral letters. <br />MOTION: Council member Lipton moved to approve Resolution No. 33, Series 2014, <br />with the modification to Condition #3, the developer "should" submit an Art Master Plan <br />in Phase 2 (instead of "shall "), with a 6th condition to read "the developer shall improve <br />the architecture transition from Little Italy to the proposed townhomes", seconded by <br />Mayor Pro Tem Dalton. <br />Mayor Muckle noted the public must be given the opportunity to speak again. He <br />requested the motion and second be withdrawn. City Attorney Light explained with <br />respect to ordinances, the Charter does require the public have an opportunity to speak <br />again a second time before action is taken. With resolutions, it is the Mayor's <br />prerogative to allow the public an opportunity to speak a second time. <br />
