mounted racks that are a very clean way to store the bikes.

Commissioner Klahn asked about the user of Building B and why they wanted it to be
rectangular. She would like to see some architectural detail on the building. Mr. Seibert stated
that they have a very limited building envelope and that they are trying to maximize that as well,
and that is another reason why they don’t have a lot of articulation in the building footprint.
Klahn would like to see more architectural detail in the future. Klahn also would like to see more
perennials on the landscape plan.

Commissioner Lipton is also looking for more architectural interest on the buildings in the Park at
CTC. He does not feel that Building B has that at this time and thinks it needs a lot of work
before the Final PUD.

Staff Summary:

Kenneth Johnstone stated that Staff is recommending approval of the Preliminary Resolution No.
36, Series 1999, comes before the Commission with 11 Conditions, though Condition No. 11 can
be removed because it is correctly noted on the lighting plan. Staff is concerned about the access
drive in the back and does not feel that making it a one-way would work because there are
parking spaces back there. He would like to see it designed based on the buildings and the access
drives, not based on signage.

Applicant Summary:

Mr. Gastineau stated that they are willing to work with Staff to meet the Planning Commissioners
standards.

Public Hearing Closed / Commission Discussion / Vote:

Commissioner Lipton agrees with Staff regarding the access drive.

Commissioner Klahn will vote for this and would like to see more perennials added as a condition.

Chairman Boulet is in agreement that Building B needs some more architectural interest.

Commissioner Pritchard would also like to see more done to Building B, and something else done
with the access drive in the back of the building as Staff suggested.

Commissioner Thompson agrees with comments regarding Building B, and is in favor of the
Subdivision Replat. She would like some confirmation that chemicals will not be stored in this
building for the Final.

Motion made by Jeff Lipton to approve Resolution No. 36, Series 1999, with the first ten staff

8
