<br />stated that an access that close to the railroad would certainly not be designed if there are options. <br />We are very limited in our options here. No one wanted to have access off of Front Street, there <br />is lack of full control to utilize the existing alley along the railroad track and therefore we are <br />dealing with a poor situation but we are trying to pick the best of the poor choices we have. Mr. <br />Phare stated that Pine Street is not wide enough to accommodate a left turn lane there. <br /> <br />Commissioner McAvinew would like to see the parking issue looked into further because he <br />cannot see access off of Pine Street. McAvinew also stated that the applicant’s client will have to <br />consider moving the building back a couple of feet for the two-foot alleyway. <br /> <br />Commissioner Solek likes the architectural work and hopes that they will be able to resolve the <br />floodproofing issue so that there is not a five-foot wall of concrete along Front Street. She would <br />rather see a flat front on the roofline. Solek has reservations about the use of the right-of-way for <br />parking. If we do get passenger commuter rail along that line, we will have an interest in having <br />passenger facilities perhaps in Downtown, not to say that this is the location where they would be, <br />but she would not like to give up the opportunity to have that type of facility. She would like to <br />get some information about visibility of that area being used for passenger facilities. <br /> <br />Mr. Fisher stated that it was his understanding that to the north of the proposal, the parking lot <br />just to the north of the Old Louisville Inn has purchased the right-of-way and the property one <br />block to the south of the proposal has purchased the right-of-way. They are the only portion that <br />has not been sold. <br /> <br />Commissioner Solek would like to see a lease arrangement or some sort of arrangement that gives <br />the City and railroad the option of using the right-of-way as needed for passenger facilities. Mr. <br />Fisher stated that the Council said the opposite. They wanted to buy it. However, this point was <br />not brought up at the Council meeting. <br /> <br />Staff Summary: <br /> <br />Manjeet Ranu stated that Staff is recommending approval with the conditions in Resolution No. <br />45, Series 1999.
