City Council <br />Meeting Minutes <br />November 3, 2014 <br />Page 3 of 18 <br />Planning and Building Safety Director Russ reviewed Resolution No. 68, Series 2014, to <br />approve a request for the Hutchinson Corner Final Planned Unit Development (PUD) <br />Plan and Plat to develop vacant land with 6 single family lots. The area is a 1.27 acre <br />parcel, zoned Residential Medium (RM) and is located on the South west corner of <br />Hutchinson and Roosevelt. <br />Property History: This property is a vacant lot, which is the historic site of the Acme <br />Mine. The Acme Mine operated between 1888 and 1928 and produced over 1.7 million <br />tons of coal. A fire destroyed the tipple in 1927 and the mine closed in 1928. The <br />property was purchased by the Mayhoffer family for the purpose of pumping water to an <br />irrigation lateral to their farm. A concrete mine cap covers the shaft and two technical <br />reports determined there is no evidence of subsidence or contaminants in the soil. <br />Property Development: Discussion on this property began in the fall of 2013 by Concord <br />Partners and in July of 2014 the Hutchinson Corner LLC purchased the property, which <br />has never been platted. The proposal is for a 6 lot detached single family development. <br />Although 15 units are permitted by right, a note on the PUD will limit this development to <br />6 single family units. <br />Land Dedication: The land was appraised at $224,000 on 2013. The property sold in <br />July of 2014 for $1,050,000. A 15% public land dedication, based on the 2013 <br />appraisal, is 8,315 SF or cash in lieu in the amount of $33,600. The development <br />provides 10.7% land ($23,914.56); $56,371 for a park; $4,500 for two years of park <br />maintenance and $6,600 archaeology. <br />Easement: The easement to pipe the irrigation ditch and the pump house will remain. <br />There will be no direct access to Hutchinson and the applicant will construct a private <br />alley for rear access. The houses will have front linear parking through an alley access. <br />A new sidewalk along Hutchinson will be constructed. There will be a 50' setback from <br />the mine shaft. <br />Trash Collection: The applicant requested trash collection along Hutchinson; however <br />staff prefers trash collection from the alley, which is consistent with Old Town. The PUD <br />will specify trash collection from the alley. <br />The Hutchinson Corner architectural details of the six homes proposed includes 5/12 <br />roof pitch, gable ends, shingle siding, board and batten siding, stone, porches with <br />detailed porch columns and roofing of metal and singles. <br />Waivers: Waivers are requested on lot width; lot coverage /floor area; building setback; <br />building height; roof pitch and public land dedication. Waivers must meet criteria of <br />Sections 17.28.110 and 17.28.120. The waivers are justified by the following: reduction <br />in units; sensitive treatment of historic elements; land dedication and in lieu exceed <br />requirements and compatible design and site planning. <br />
