Mayer moved that Council approve Resolution No. 2, Series 1995, Final Subdivision Plat and PUD
Development Plan for the In Keeper with the conditions of Planning Commission, the condition that
additional trees will be planted if there is room, and with the condition that the applicant provide for
one-half of the development cost of West Street on his side of the property, if the city so required,
and with the sign language as suggested by Sisk on the number of hours the largest sign will be lit
each day. Seconded by Sisk. Roll call was taken. Motion passed by a 7 - 0 vote.

BID AWARD PHASE II SPORTS COMPLEX

Steve Baysinger, Parks & Recreation Director, stated that after the master plan of the complex had
been completed, they put the construction into three phases. JilL Construction was the low bidder
for Phase II at $779,400. Staffhad targeted the construction at $680,000. He reviewed the site plan.

Mayer wondered what would be phased out in dropping the moneys from $779,400 down to
$680,000.

Jim Fletemeyer, Fletemeyer & Lee Associates (architectural firm for the project), stated that the
concrete work would be lost. They would go with a trail mixed gravel in the concourse up to the
plaza area. They would lose some of the concrete flatwork immediately into the plaza. They would
reduce some of the concrete work set up to establish the restroom area. They would lose a set of
ramps and a few sets of stairs on each of the other ends. They would lose some of the backstop
hoods, the dugout roofs, and remove the masonry off of the dugouts, and reduce the amount of
railing.

Sisk wanted local contractors used where possible. He also wanted lights for all four ballfields.

Levihn also wanted lights on all four ballfields.

Keany did not want quality sacrificed for the sake of the budget. He also hoped local subcontractors
would be used.

Fletemeyer commented that quality was not being sacrificed, just quantity.

Lathrop wanted the infrastructure for future items to already be in place for such items as drainage
pipe, water for future restrooms, or underground electric line for future service.

Keany moved that Council award the Phase II construction bid for the Louisville Sports Complex to
JHL Construction, not to exceed $779,400, with direction to staffto negotiate the bid through change
order not to exceed $680,000 prior to the Mayor's signature of the bid award. Seconded by Howard.
Roll call was taken. Motion passed by a 7 - 0 vote.
