Louisville City Council Meeting <br />January 21, 2003 <br />Page 4 <br /> <br />Davidson asked Deputy City Manager Julie Boyd to update Council on the progress of <br />the investigation. <br /> <br />Boyd reported the City has received six trash proposals from the following companies: <br />BFI, Hartland Disposal, Trash Taxi, Waste Management, Western Disposal, and Town & <br />Country Waste Connection. She noted only two of the six are locally owned companies. <br />She explained four staff members, who are experts in the trash industry, are reviewing the <br />proposals. Those experts are from the following organizations: Eco-Cycle, Boulder <br />County Resource Conservation Department, SERA (a private consulting firm working <br />specifically with trash and recycling concerns), and Greenwood Village Public Works <br />Department. Each expert has been given an evaluation form and copies of all the <br />proposals and they will meet with City staff on January 23, 2003. <br /> <br />Davidson called for public comment. <br /> <br />Carol Hill, 233 Jackson Circle, Louisville, CO, stated she is a twenty-five year resident, <br />who uses Town & Country Disposal and is very satisfied with their service. She <br />requested each resident be allowed to choose his or her own trash hauler and stated <br />competition helps keep the cost of the service down. She noted she chooses not to <br />recycle through her trash hauler and wants to keep her current service. <br /> <br />Charles Hill, 233 Jackson Circle, Louisville, CO, commented he has not been keeping up <br />on the progress of the investigation. He addressed the City's Web Page, which noted fees <br />would still be collected from homeowners who wish to have their refuse collected by a <br />different hauler. He asked if he would be required to pay for both services. <br />He noted he did not receive a copy of the City survey and asked what it entailed. <br /> <br />Gale Landis, 2572 Evans Avenue, Louisville, CO, stated he received a copy of the <br />survey, and voiced his belief surveys are biased. He noted he was the only one in his <br />neighborhood who received a survey and voiced his concern the City is trying to take <br />over the trash disposal business. He stated many citizens were alarmed by the Town & <br />Country Disposal post card and asked Council to get information to the citizens about the <br />proposal. <br /> <br />Davidson emphasized the City is only in the evaluation process and no decisions have <br />been made. He asked Boyd to review the survey process. <br /> <br />Boyd stated about one year ago, the Louisville Resource Conservation Advisory Board <br />sent out a survey, which initiated the process. <br /> <br />Davidson stated the Council is evaluating the process and gathering facts. He noted, <br />based on proposals, residents could possibly see a saving off 13% to 52% on their trash <br />hauling service. He stressed if the City goes forward with a single trash hauler, Council <br />will request public input. <br /> <br />4 <br /> <br /> <br />
