Howard disclosed that he is in the tape drive manufacturing business, but he had no affiliation
whatsoever, or did business with either Quantum or Rocky Mountain Magnetics. He asked what
other signs would be on site, besides the 200 s.f. one.

West stated that they are requesting a monument sign as you enter the cul-de-sac and a small ground
mounted sign at the corporate entry to give the address of the building.

Howard was concerned about light spillage.

West stated that the parking lot would have 30' high cut-off luminaries. Quantum desired to have 2'
candles in the parking lot. The building entries will go down to a 15' pole, so the light stays low level.
Quantum desired to increase the building entry area up to 4' candles.

Sisk did not like the amount of signage.

Mayer wanted the mechanicals on the roof to be hidden. He wanted their request for an off-site
detention pond on City land to be explicitly stated up front. He asked about hazardous materials.
He did not like the size of the 200' sign.

West stated that they would have some hazardous materials. It is Quantum's intent to apply for all
necessary permits with the City and State.

Lathrop wanted a smaller lit sign, maybe on the berm, rather than a very large back lit sign on the
building. He liked the muted tones of the buildings, without bright colored trim. He asked about the
improved detention pond on City owned property.

Shonkwiler stated that as part of the amended development agreement, in exchange for 400 acres of
open space, part of the consideration was to allow properties that would have drainage access to that
open space, be able to utilize it for detention.

Levihn did not mind the signage.

Keany asked the developer to keep the intensity of the lighting to a minimum.

Davidson was concerned about the 30' light poles on the parking lots. He wanted them lowered.

Mayer moved that Council refer the final Subdivision Plat and PUD Development Plan for Quantum
to the Planning Commission with Council's comments. Seconded by Levihn. All in favor.

RESOLUTION NO. 15, SERIES 1995 - ISSUING AN ORDER EXTENDING THE TIME
FOR REVIEW OF CABLE RATES

10
