Mayor Havorka feels that they as a city stand to gain less than any other city commercially. Westminster would have one small interchange if the alignment goes through. He has the feeling from the council that they need to be in the spearhead of the events that are taking place in this area. They will continue to be the spearhead in the Authority. although they have the least to gain, Westminster feels it enhances their position to be in the spearhead of such a development. Mayor Havorka feels that a beltway and a better transportation system in th,~ I?f•river Metropolitan area is inevitable. He feels it is important to be involved in the direction of such a development rather than to sit back and let it happen and then complain about the outcome. Mayor Havorka feels it is not a matter of whether transportation systems are going to be built, it's a matter of whether they are going to be built in an organized manner where communities are going to ta~zve a part of that development and control whatever comes about. He feels that alternate routes and alternate transportation is a necessity. Richard Ferdinandsen, Chairman of the Authority, offered comments concerning the W-470 issue in order to clarify points of concern expressed by this council. Mr. Ferdinandsen feels that the fact that they are discussing the issues in a meaningful way is a compliment to the people as a council. A public debate on this issue is extremely beneficial and it is only through that process that a common course can be found. Mr. Ferdinandsen would also like to listen further to what they can do to make things bett~~. He knows that building new transportation is a difficult process and the Authority has made mistakes.
