After the committee <br />has established a document hold a public <br />hearing and make revisions. <br />Davidson felt that many things in the <br />current code are very good and not everything <br />should be eliminated, what I am suggesting is <br />to let this citizens committee make a <br />recommendation to us. <br />Williams stated if council adopted an <br />ordinance that stated all personnel matters <br />had to be discussed in public meetings then <br />that would be the law that governed the <br />activities and affairs of this council. <br />Howard stated the council would still have <br />the final say on the document. Given that we <br />still have the final say prior to adopting <br />the ordinance, I don't see any problem with <br />it. <br />Mayor Fauson stated he was all for the <br />citizens advisory group. <br />Hornbostel stated what we are trying to do <br />is have current input from the citizens and I <br />think it would be good for us to have that <br />current input. I would still like to see the <br />committee made up of people who volunteer for <br />it. <br />Howard stated that if Davidson is willing to <br />amend his resolution I would further amend it <br />to say that all council members pick the <br />members for the committee. Whatever the group <br />comes up with is only going to be a <br />recommendation and not law. <br />Davidson moved and Howard seconded to adopt <br />Resolution #20, Series 1990 with the <br />following amendments that the committee work <br />from a straw man ordinance developed by staff <br />and that the committee shall be appointed by <br />each council person from the applicants. By <br />Roll Call Vote Motion, passed 6-1 with <br />Carnival voting no. <br />Phare stated starting Monday the 23rd the <br />annual flushing of the water lines will be <br />under way in the older part of town.
