Davidson: I do not own the newspaper, I am not the editor of the
paper. If a reporter asks me a question that I feel is not
confidential data, I think the public has a right to know. So I
tell them what my view is, it's only my view. If they choose to
print it, it's their newspaper. During the last election four of
us ran with great criticism of the Council that was in power that
Councilman Sackett was part of and with great criticism of how
the city was being run. That is what got us elected. I am
willing to work with all of Council to bring a change about.
Sackett: I think your concerns about the budget are valid. What
I felt was wrong in the paper is your comments about city staff
and that hurt the staff.
Mayor Fauson felt that Council should continue with the budget
session at this time.
ITEM C: RESPONSE ON QUESTIONS ASKED AT BUDGET WORK SESSION OF
NOVEMBER 12, 1990: QUICK QUESTION, QUICK ANSWERS
Brand: Some questions that arose at the work session need to be
answered.
1. Do you want to consider adding the 5.5~ allowable property tax
($4.00 a year or a house assessed at $100,000)?
Mayor Fauson moved not approve the 5.5$ property tax, seconded by
Szymanski. All in favor.
2.Is $1,500 adequate to fund computer for Community Development?
Yes it is. It will be purchased at state bid.
3. Do we want to fund $5,000 water meter installation?
Could be answered later in the session.
4. Do we want to fund the traffic counters at $2,500? The
question was if staff time is used to do it manually would this
off set the cost of the traffic counters.
5. Options on Austin House Lease.
Asti-Caranci: I have prepared the Five-Year Capital Improvement
Program over again showing the Austin House Lease, the Steinbaugh
Lease and the Kraft Lease all being paid off in 1991 and that
affected the fund balance in the Five-Year Program.
Davidson: Suggested that the Finance Committee look at the leases
and come back to Council with their recommendation.
Carnival: By approving this during the budget process, will this
allow you to re-look at the Combined Capital to see where maybe
you can change some things around and allow the department heads
5
