ORDINANCE NO. 1201, SERIES 1995 - REPEALING SECTION 15.04.100 AND
AMENDING SECTION 15.04.030 OF THE LOUISVILLE MUNICIPAL CODE
CONCERNING THE VALUATION OF BUILDING CONSTRUCTION IN CONNECTION
WITH THE DETERMINATION OF BUILDING PERMIT FEES - CONTINUED 1ST
READING - SET PUBLIC HEARING 9/19/95

Griffiths read by title only Ordinance No. 1201, series 1995, "An ordinance repealing Section
15.04.100 and amending Section 15.04.030 of the Louisville Municipal Code concerning the
valuation of building construction in connection with the determination of building permit fees."

Paul Wood, Planning Director, stated that in Council's packets were the comparison of total fees
based upon a valuation factor for Centennial II, Ridgeview Estates, and Coal Creek Ranch Filing//4.
Also included was a survey of how other jurisdictions calculate valuation and a summary memo from
Tom Talboom, Chief Building Official.

Tom Talboom, Chief Building Official, was there to answer any questions.

Davidson called for Council questions.

Mayer asked if this ordinance would make the use tax for residential consistent with commercial use
tax.

Talboom stated it would.

Lathrop wanted to know how Louisville compares to other neighboring communities as to
comparative homes.

Talboom stated that $48.00/s.f. would come out fairly accurate.

Howard was concerned that this might have to be redone every couple of years.

Talboom explained that the ordinance is proposing eliminating the set figure of $48.00/s.f., basing
valuation on either actual or something like the building standards.

Howard felt this was a big jump in fees at one time, although this question had not been looked at
since 1988.

Davidson wanted to see, at the second reading of this ordinance, what Lafayette and Boulder's use
tax is on actual valuation of a typical house for a dollar comparison.

Sisk wanted to know, along with Davidson's request, when the square footage costs were
implemented.

4
