Howard:

Sheffield:

with basically walkout basements.
It was determined later that these
were not appropriate, or this wasn't
the intent of the Council. This was
18 months ago. We're trying to
rectify the problem.

Are the homes currently built?

One is framed and the other, the
foundation is in.

Pete Ricupero, 2243 Dogwood Circle, Louisville, Colorado, stated
that they had signed a contract for the home. He explained that at
that time it was understood by Ricupero that the "walkout" would be
feasible, but the Engineering Department of the city, he thought,
and/or Mr. Sheffield's crews would have to assess whether or not
that was feasible. He stated that the communication back to him
was that the lot would accommodate that. Subsequently, the permit
was generated with that intent. He stated that they were not here
18 months ago, so he didn't understand what the problem was,
whether the intent was to have a lower profile house, or simply
that it has to appear as a two story structure off of the back,
etc. He commented that everything else on that street appears to
be the same. He did not understand what is being impaired with
that structure. He felt impacted, saying that there will be impact
to the family, both psychologically and financially. They are on
"hold" and he wanted to impress on Council to allow them to get on
with the construction.

Michael J. Hill, 522 West Hackberry Street, Louisville, Colorado,
stated that they purchased Lot 10 in April, 1993. As per the
contract with Mr. Sheffield, they have sold their home on Hackberry
and secured short term rental housing (apartment) in Thornton,
which will be uncomfortable for a family. They hoped to get this
resolved, perhaps, with the trees. When they purchased the home,
they did not understand the issues that transpired with Council 18
months ago, with regard to ranches, "walkouts," etc. They
purchased a home with a garden level basement in it, understanding
that the grade of the land would not allow a "walkout." Later,
they were called by Bev, who works for Mr. Sheffield, and
instructed that the foreman had determined that the "walkout" would
fit the grade. They agreed to pay the additional money for the
"walkout" and foundation was poured. The house is now framed. He
urged the Council to consider the impact on his family temporarily
living in Thornton, commuting back to Louisville to go to school.
He stated that the less time that they have to do that, the better
off they will be.

Davidson:

Mr. Sheffield, as I remember, you
were here at the meeting where we
discussed those two lots not being a

13
