Lathrop: (INAUDIBLE)

Mayer suggested 4.3% instead of the 3.65% .

Howard stated that he would oppose increasing the overall amounts
set for salary.

Mayer moved that Council approve that the average regular salaries
be increased 4.3%.

Davidson stated that the motion died for lack of a second to the
motion.

Annette Brand, City Administrator.

Brand:

I appreciate Tom Mayer's support of
the staff and I think he's
absolutely right. The last two
years we've taken some benefits
away. Tom, you said, if we are now
competitive in salaries, it's time
to start giving back some of the
benefits. So, if this is the
beginning of the lowering of the
salaries every year, I do hope that
you will begin to restore some of
the benefits, because we do have a
very exceptional staff here. This
staff is highly employable in other
cities and quite a few of them in
private industry, because their jobs
are transferrable. A few years down
the pike, if this is the beginning
of the deterioration of how we
compensate our employees, you're
going to find that you can only hire
those people who can't command
competitive salaries. We have a
very demanding citizenry with very
high expectations. You will find
that the level of service that
you're able to deliver is not
acceptable to them.

Davidson:

If Bill has significant data to
indicate that a higher level is what
should be paid, and I have not seen
that data, I would be more than
happy, at a future time, to adjust
the budget to reflect that data.

Howard concurred.

9
