Another benefit of` this program, Biggs stated, is <br />that it will not only help the planning stages of <br />commercial and residential development, it will <br />also be an employer in Boulder County. Biggs <br />stated that this i_s not a regulatory program. It <br />is a planning too]L. Instruments strategically <br />located Countywide' will provide a thorough emissions <br />inventory. <br />Szymanski asked wlhat the financial future of this <br />program is. Biggs; stated this program has not <br />been attempted prcaviously and there currently is <br />no State or Federal agency whose mission is to do <br />this type of study. Agencies like NOAH and NCAR <br />have been approached in hopes that they can divert <br />some of their resources for the studies and <br />research proposed by this project. Private <br />enterprise is another source for funding. <br />Biggs stated, "They level of the problem is not as <br />important as being able to understand the dynamics <br />of the problem. We have enough of a level of a <br />problem in Boulder County to be able to give us <br />enough information to start studying these <br />things." "Most of the air quality models that are <br />available come from a regulatory base. What we <br />would like to do in the long term is....to modify <br />them to become planning tool models rather than <br />regulatory models. " <br />Hundley suggested that the Finance Committee could <br />take the request for $500 under advisement and <br />make a recommendai:ion to Council. <br />Mayor Fauson stated that in light of the fact <br />Council has had several requests for various types <br />of funding, priorities must be set and that the <br />Finance Committee could evaluate each request and <br />make recommendations to Council. <br />Anderson stated that he is in favor of this type <br />of study and would support some type of funding if <br />at all possible. <br />PRESENTATION/UPDATE COMMUNITY <br />TEEN CENTER Sandy Stelter, representing the Teen Center, spoke <br />to Council as an update to their initial <br />presentation in December, 1986. At that time, <br />those things that were proposed were 1) sanc- <br />tioning a committee, 2) researching economic <br />development that would provide activities for <br />youth, i.e., movies theatres and recreational type <br />centers, including public and/or private partner- <br />` ship, 3) City sponsorship of a teen activity, and <br />4) making the teen center a priority for CDBG in <br />3 <br />
