residents who use clusterboxes (1,199 homes) of <br />which 57 wire randomly selected for a telephone <br />survey. <br />Wanush related that most support is for two <br />options: 1) replace the cluster boxes with <br />individual boxes and 2) signing and enforcement. <br />Since signing and enforcement can be done with <br />little cost and within a reasonable time period, <br />staff recommends that we proceed with this option <br />as soon as weather and conditions permit. The <br />cost will be approximately $3,750 for paint and <br />materials plus staff time. <br />Replacing the clusterboxes is a more long term <br />solution if it is feasible at all, according to <br />Wanush. Staff has held several discussions with <br />the Postmaster and today the District manager told <br />Wanush said there is no way the postal service <br />will convert from the clusterboxes because of <br />operational concerns of the expense and cost. In <br />new subdivisions there is an initial choice. Once <br />the choice is made, they will not change from <br />that. <br />Luce moved that a Public Hearing be set for <br />January 21, 1986, to further discuss the issue of <br />the clusterboxes and invite the District Supervi- <br />sor for the Postal System to attend the meeting to <br />respond to questions and concerns. Secondly, Luce <br />asked that Staff be directed to compose a letter <br />for Council to send to this Post Office's <br />supervisor and ask for an interpretation of the <br />ruling that they are using to indicate that the <br />City can npt convert to the dual mailbox system. <br />Cussen seconded. The motion passed 6-1 with Leary <br />voting no. <br />CURRENT FINANCIAL SITUATION <br />AND EMPLOYEE BONUS Hundley referred to a summary sheet given to <br />Council prior to the meeting showing the City's <br />current financial position regarding the General <br />Fund. An 18.4 decrease in City expenditures is <br />indicated yet City services have remained nearly <br />the same amd employees are to be commended, <br />Hundley stated, for their efforts. <br />Even though the City budget is still very tight, <br />Hundley calculated that an employee bonus of $250 <br />per employee would cost the General Fund $11,250. <br />That would .leave a balance of $4,430. <br />Mayor Meier moved that each City employee be <br />awarded a $250 bonus and declare December 24, <br />1985, a Holiday.
