Susan Morris, 939 West Maple Court, Louisville, Colorado, commented that a few years ago there
was a city-wide petition (with over 750 resident's signatures) saying "no" to Mr. Morris' development
proposal at that time. She stated that they will only support his plan when it fits the Comprehensive
Plan and zoning as it stands currently.

Wanda L. Rice, 1524 Kennedy Avenue, Louisville, Colorado, had been very active in opposing Mr.
Morris' plans through the years. She reviewed the history of Morris' property holdings in Louisville.
She wanted low density on this property for the residential portion and view corridors preserved. She
stated that approximately five acres of the property was set aside in the life estate of Mrs. Clara
Clynke.

Margaret Hornbostel, 655 West Hawthorn Street, Louisville, Colorado, was concerned about the
gateway to Louisville. She commented that the people who did the Comprehensive Plan spent many
hours gathering public input, which she requested, if this is a quasi-judicial hearing, be read into the
record. She did not want this property annexed, but if it is, she thought it should be low density.
She stated that this did not fit the Comp Plan.

Howard called for anyone else wishing to speak on this item.

NONE

Howard closed the public comments and called for Council comments or questions.

Mayer wondered, if the bisecting of the land would adversely affect the property with the proposed
zoning in the Comp Plan, as opposed to R-RR zoning, if South 80th Street were still there.

Ostrander stated that the change in the Comp Plan was as a result of Louisview attempting to make
some use of the property. At the time the condemnation case took place, the original Comp Plan was
in force and showed commercial corners on the four corners of Louisville. He reviewed the history.
They felt that going from 12 units/acre down to one house/five acres was not fair or economical.

Mayer wondered what water rights would be conveyed.

Ostrander stated that there are two separate water rights left on the parcel.

Lathrop wondered if they had considered relocating the Louisville Lateral.

Halman stated they had not.

Levihn asked why they had not annexed when everyone in that area annexed.

Morris stated that at that at time there was not any growth going on in the city.
