which has never been done before.
The typical way to do it is to up-
front a block of money. Then, as
the year progresses, more of that
funding comes to place. Council
needs to discuss these items and
then get some funding to the Chamber
of Commerce so that they can start
doing some of these community
activities that we all like.

Lathrop:

This funding request is including
the insurance 'provided under the
City's umbrella, which is necessary
in order for the Chamber to
undertake these events .
Historically, the Chamber would
realize about $31,000.00 at the
beginning of the year. They rely on
that money as seed money for the
various programs they undertake and
the contracts they enter into. It
is now almost the first of March and
they have not received any money.
They have been operating on their
own funds. I think it's imperative
that we honor the funding request
that was presented last night. The
request of the Economic Development
Committee to have an accounting for
these events is warranted.

Sisk:

At this point, I would be very
concerned about an appropriation
that would be based upon the monies
that we would hope to get from the
County. I am in favor of the
commitment of the $36,001.00. I am
more concerned about the fact that
we need to have a safety net in
terms of over committing monies that
we do not possess. I would like to
see Council put in a provision
wherein the $25,000.00 funding,
which the City of Louisville would
be committing today, which is
budgeted by the City in 1992, be
paid to the Chamber immediately.
Upon receipt of the County's monies,
which would be an additional
$11,001.00, have that paid
immediately to the Chamber. That
