Department authority to authorize signs within public right-of-way
per license agreements.

Tom Hoyt of McStain Enterprises explained this agreement is a way
to maintain the directional system that's in their subdivision. He
understood that the agreement gave the City the authority to tell
McStain to remove it with 30 days notice, and it does have an
expiration date on it, which were the two concerns which McStain
heard when they brought it to Council two months ago.

Mayer:

I would like to make sure that the
agreement says that within 30 days
of the subdivision being closed out
that the signs referring to that
subdivision be removed.

Hoyt:

Sisk:

The reference to that subdivision on
our directional signs? Yes.

How are we going to define "closed
out"? Is that going to be if there
is one lot left?

Mayer:

Closed out to me means no lots left.

Lathrop:

The termination date of this
agreement is May 1, 1993. I would
conclude from that, that you
anticipate having your existing
subdivisions sold out by then.

Hoyt:

Yes. If that wasn't the case at the
end of that year, we could come back
to Council and renew it.

Hedding:

I'm not sure that
necessity of the three
out by the lake.

I see the
flag poles

Sisk moved that Council approved the issuance of the license
agreement to McStain Enterprises, Inc., as presented with the
amendment wherein the directional signs be removed 30 days after
the subdivision has been built out. Seconded by Howard. Roll call
was taken. Motion passed by a 7-0 vote.

DISCUSSION/DIRECTION - COAL CREEK GOLF COURSE CLUB HOUSE EXPANSION

Steve Baysinger, Director of Parks and Recreation, stated that at
the March 10, 1992 Work Session it was discussed, at length, the
expansion of the Clubhouse at Coal Creek Golf Course. Supplimental
information, as requested, was distributed to Council.

14
