Concerning the <br />"adopt a strip", that's hoping that <br />each homeowner will pay the $2.00 a <br />sq. ft. to landscape it, deed that <br />property to the City, and <br />voluntarily in perpetuity say that <br />they will maintain it. That's not a <br />very attractive option and there are <br />also some liability questions in <br />there. Not all of the homeowners <br />are in agreement with that. <br /> <br />Annette Brand, City Administrator stated that if the Council is <br />leaning in the favor of accepting the proposal from the homeowners, <br />Council could go back to staff and work with them and address the <br />questions that have been brought up. Then, bring back a more <br />complete proposal for the homeowners to consider. <br /> <br />Mayer moved for Council to direct staff to address the issues that <br />have been raised tonight, to negotiate with the homeowners, and to <br />come back to Council with a final proposal. Seconded by Lathrop. <br />All in favor except Hornbostel. <br /> <br />DISCUSSION/MOTION - REQUEST BY TED JOHNSON - EXCEPTION TO DESIGN <br />GUIDELINES - 6' PRIVACY FENCE AGAINST CITY OPEN SPACE <br /> <br />John Franklin, Director of Public Works, explained Mr. Johnson's <br />request for a privacy fence on his lot which joins Via Appia and an <br />open space area that is a westward extension from Lake Park. The <br />City's design guidelines, which were adopted by Council several <br />years ago were the source for review with regard to what type of <br />fence can be place against open space.
